PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />00©O2 -i <br />The regular meeting of the Mounds View Village Council <br />was called to order by Mayor Crane at 8:05 P.M. February 26,1962 <br />at 2401 Highway #10. <br />Present were <br />Mayor: <br />Clerk: <br />Trustees: <br />Engineer: <br />Attorney <br />Adm. Deputy Clerk <br />Public Works <br />Allan B. Crane <br />Lloyd J. Blanchard <br />Donald Hodges <br />Perry Malvin <br />John L. Sullivan <br />Les Knutson <br />Richard Meyers <br />Paul Boog <br />Walter Skiba <br />Motion by Hodges to accept minutes of February 13, <br />as presented. Seconded by Malvin. 5 <br />Mayor Crane gave a short report on the assessment <br />procedures in the village based on information received <br />the County Assessor at a meeting in the Village Office <br />on February 24, 1962. <br />The Chairman for the Industrial Development Commission <br />has not yet been named. This will be discussed at the next <br />agenda meeting. <br />The dog control problem was brought up and discussed at <br />some length. <br />Mr. Nelson of 5373 St. Stephen made the following <br />statement. I believe the dog situation is getting out of <br />control. It is my personal feeling that unless the present <br />ordinance is more rigidly enforced that a leash law similar <br />to the one recently enacted in Blaine Village will be <br />necessary. He further stated that he had counted 17 dogs at the <br />Pinewood school that same morning. <br />After further discussion by Councilmen and residents <br />the following action was taken: <br />Motion by Blanchard to direct the Police and dog catcher <br />more strictly enforce Ordinance #58 through issuance of <br />tickets (warrants) to owners of dogs violating said Ordinance, <br />commencing Friday, March 2, 1962. Seconded by Malvin. 5 Ayes <br />The attorney was instructed to prepare an.ammendment <br />to Ordinance #58 requiring the leashing of all dogs while <br />on park and school property. <br />Mr. Bona, Village dog catcher, requested that a letter <br />be sent to the St. Paul Humane Society (a private organization) <br />informing them that the Village contracts for its animal <br />control and requesting them to refer all calls to the <br />B & E Patrol. <br />The Clerk was directed to prepare and send said letter. <br />Mr. Hodges reported that a pop machine was to be <br />installed on February 27, 1962 in the Village Office and that <br />the first organizational dance and meeting of the Y.A.C. <br />1962 <br />Ayes <br />from <br />
