PRT E ED I NGS IF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNES')TA <br />°JiOU'? <br />The regular meeting of the Mounds View Village Council was <br />called to order by Mayor Crane at 8 :00 P.M. August 27, 1962 at <br />2401 Highway #10. <br />Present were: <br />Mayor: <br />Clerk: <br />Trustees: <br />Absent: <br />Trustee: <br />Also Present: <br />Engineer: <br />Attorney: <br />Public Works: <br />Allan B. Crane <br />Lloyd J. Blanchard <br />Donald Hodges <br />Perry Malvin <br />John L. Sullivan <br />Les Knutson <br />Richard Meyers <br />Walter Skiba <br />The Mayor opened the Public Hearing on the assessments <br />for Water Projects 1961 - '41 and 1962 -1 and requested the Engineer <br />to relate the areas to be assessed and the costs of the project. <br />The Engineer pointed out on a map the streets that are <br />affected by theseimprovements and how the total costs were <br />computed. <br />This hearing was then recessed and the hearing on project <br />1962.3A was opened by the Mayor. <br />The Engineer gave estimates on this project of $4.76 per <br />foct, plus $120.00 service connection charge. <br />When the Mayor asked if anyone wished to make any statements <br />regarding this project; Mr. Ambrose DeGross, 8123 Woodlawn Drive, <br />one of the two parties affected by the improvement,stated that he <br />would rather wait until a later date to have this w©rk done and <br />he stated further that the other petitioner, Jack Standfield, <br />8126 Woodlawn Drive, felt the same way. <br />There being no further statements the Mayor declared the <br />hearing closed. <br />Motion by Hodges to drop water project 1962 -3A. <br />Seconded by Malvin. 4 Ayes. <br />The Mayor then reopened the Assessment Hearing and requested <br />the Attorney to give an explanation on the Assessment procedure. <br />Mr. Meyers explained the reasons for the hearing (as <br />required by statute) and the method of adoption of the <br />assessments by the Council. He also explained the method of <br />appeal and prepayments of assessments. He stated that the <br />Council has agreed to a 15 year assessment with a 6% interest <br />charge on the unpaid balance. <br />
