-3- OJ O.O 5 Mr. Malvin reported on the costs of repainting or tiling the floor in the meeting hall and the following action was taken: Motion by Blanchard to have Mr. Malvin supervide the tiling of the floor in the Meeting Hall area. Seconded by Crane. 5 Ayes. The matter of a residents mail box being knocked down was referred to Mr. Skiba for investigation and possible action if said damage was due to snow removal. The Civil Defense, Director, Charles, Jackson, presented the Council with a annual report of activities of the department and goals for 1963. ( on file) Motion by Crane that the Village ay the cost(to be met with matching funds from Federal Government) for a police training course for the Civil Defense men. Cost approximately $30.00. Seconded by Hodges. ;5 Ayes. The Civil Defense announced that a public First -Aid Course will be given at the Village Hall on Thursday nights for 5 weeks starting February 7, 1963. The Second Wednesday in March the Council is invited to attend a Ramsey County Civil Defense Directors Meeting. The Engineer reported on the following items: 1. The St. Paul water works had been much more lenient than expected with the proposed crossover of Jackson Drive to County Road I. An 8" reinforced concrete slab would suffice for cover rather than the expected concrete bridging •.. 2. The sewer and read report requested earlier will be ready on or near the first of March 1963. The Attorney reported on the following items. 1. County Road H -2 was the most dangerous road in the Village from a pedestrian stand - point, having had at least two or three pedestrian accidents. He recommended further investigation as to possible Council action to alleviate this condition. The matter was discussed and referred to the Police Commission and Police Department for recommendation. 2. A letter drafted by the Village Attorney offering three solutions to the possible sewer hook -up with the Arsenal was read and discussed. (copy on file) The Attorney was directed to put more emphasis on the dire need of this service and to present it at the next meeting in the final form. The matter of a representative to the sewer district was brought up. Mr. Malvin stated that he felt the post should be taken for one year by each Councilman to better inform himself on the activities and plans of the district. Mr. Sullivan and Mr. Blanchard concurred. Mr- .Hodges disagreed stating he felt the Mayor- should see the program through. for at least one more year,as he had put in many long hours at court hearings and meetings already in the past year. The Mayor stated that he would like to keep the job as it was a challenge and he had studied at some length to do a good job for the Village.
