PROCEEDINGS T THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />OJOG_j{j <br />The regular meeting of the Mounds View Village Council was called <br />to order by Mayor Crane at 8 :00 P.M., January 28, 1963 , at 2401 <br />Highway # 10. <br />Present were: <br />Mayor: <br />Clerk: <br />Trustees: <br />Also Present: <br />Adm. Deputy Clerk: <br />Public Works: <br />Attorney: <br />Engineer: <br />Allan B. Crane <br />Lloyd J. Blanchard <br />Donald Hodges <br />Perry Malvin <br />John L. Sullivan <br />Paul E. Boog <br />Walter Skiba <br />Richard Meyers <br />Les Knutson <br />The Mayor opened the public hearing on extension of water mains <br />on Groveland Road to County Road J then East to Red Oak Drive. <br />The Clerk read the published notice and attested to the fact <br />that the notice was published twice in the legal paper and mailed <br />to all affected property owners. <br />The Engineer explained the reasons for the proposed project <br />and gave estimates of costs. ( on file) <br />The estimated front footage assessment will be $3;95 per foot <br />and a service connection charge was estimated at $120.00. <br />Several question from the floor were answered by the Engineer <br />and the Council. <br />The Mayor asked for objectors to the project and they were <br />as follows: <br />1. Mr. Odas R. Newton <br />2. Mr. Ray Gale <br />3. Mr. Frank Gabyrish <br />4. Mr. Donald Sohm <br />5. Mr. Emery Gale <br />8319 Groveland Road <br />8227 Groveland Road <br />2880 County Rod J <br />8206 Groveland Road <br />8138 Groveland Road <br />land under water <br />no benefit <br />no need, no benefit <br />no need, no benefit <br />cost to high <br />no benefit <br />no need, no benefit <br />All of the objectors also stated that their frontage was very <br />large and would result in extremely high assessments. <br />The Mayor asked if anyone wished to speak in favor of the <br />proposal and received no answer from the floor. <br />Motion by Blanchard to close the hearing. Seconded by Sullivan <br />5 Ayes. <br />Motion by Blanchard to withold any action on the proposal until <br />the next regular meeting. (February 11, 1963) Seconded by Malvin. <br />5 Ayes. <br />The Clerk's Office was instructed to contact the petitioner <br />and see if he still desired this -water line. <br />Motion by Sullivan to approve minutes of January 14, 1963 <br />as presented. Seconded by Malvin. 5 Ayes. <br />Mr. Ron Vanelli and Mr. Ted Meysembourg from N.S.P. Gas Company, <br />St.. Paul, Minnesota appeared and explained the reduction of gas <br />rates and the reduction of the B.T.U. count in the gas furnished to the <br />users in the area. <br />
