PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />The regular meeting of the Mounds View Village Council was <br />called to order by Mayor Crane at 8:00 P.M., March 25, 1963 at 2401 <br />Highway # 10. <br />030030 <br />Present Were: <br />Mayor: <br />Clerk: <br />Trustee: <br />Also Present: <br />Engineer: <br />Attorney: <br />Adm. Deputy Clerk <br />Public Works: <br />Planning Commission: <br />Allan B. Crane <br />Lloyd J. Blanchard <br />Donald Hodges <br />Perry Malvin <br />John L. Sullivan <br />Les Knutson <br />Richard Meyers <br />Paul E. Boog <br />Walter Skiba <br />Milt Stole <br />Phyllis Blanchard <br />Charles LaVaque <br />Charlotte Forslund <br />The Public Hearing for rezoning for Mr. Clarence Peterson was <br />opened by Mayor Crane <br />Mr. John Bell, Attorney for petitioner, presented drawings <br />and plot plans for the proposed liquor establishment. In pleading <br />for the rezoning Mr. Bell stated the following: <br />Petitioner has support of more than 50% of adjoining <br />property owners. <br />Proposed use would give full utilization of land. <br />Proposed use would be a credit to the community from an <br />esthetic view point. <br />Proposed building would be an off and on sale liquor <br />establishment. The Attorney read Ordinance # 66,Section 7, Sub - <br />division 3, governing the proximity of liquor establishments to <br />-'� Churches & Schools. Mr. Meyers stated that it was his opinion that <br />the intent of the Council regarding this Ordinance at the time of <br />passage was that the wording "Church Property" meant the property <br />that a Church sits on. <br />Several residents raised questions as to the legal and <br />moral questions involved. The question or discussion period <br />continued for some time. <br />Mr. Stole, Chairman of the Planning Commission, read the <br />minutes of the Planning Commission Meeting regarding this matter. <br />(on file) (Planning Commission vote 4 -3 in favor of rezoning.) <br />Letters from local Churches were read and filed. <br />Motion by Crane that property owned by a Church which is <br />contiguous to property which is owned and regularly or daily used <br />for worship or other Christian purpose shall be considered Church <br />property as mentioned in Ordinance # 66, Section 7, Sub - division 3. <br />Seconded by Malvin. <br />Roll Call: Blanchard Naye; Crane, Hodges, Malvin, Sullivan, Aye. <br />Motion Carried. <br />
