PROCEEDINGSS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />0J0082 <br />The regular meeting of the Mounds View Village Council was <br />called to order by Mayor Crane at 8:20 P.M., July 22, 1963 at 2401 <br />Highway # 10. <br />Present were: <br />Mayor: <br />Clerk: <br />Trustee: <br />Absent: <br />Trustee: <br />Also present: <br />Attorney: <br />Engineer: <br />Adm. Clerk: <br />Public Works: <br />Building Inspector: <br />Allan B. Crane <br />Lloyd J. Blanchard <br />John L. Sullivan <br />Donald C. Hodges <br />Perry Malvin <br />Richard Meyers <br />Les Knutson <br />Paul E. Boog <br />Walter Skiba <br />Chris Piehowski <br />Motion by Hodges to accept minutes of July 8, 1963 as <br />presented. Seconded by Crane. 4 Ayes. <br />Minutes of July 15, 1963, corrected as follows: <br />Page 1, Paragraph 2, Line 1 to read :" Mayor Crane re- opened the <br />Mueller Addition Project 1963 -1." <br />Motion by Sullivan to approve minutes of July 15, 1963 as corrected. <br />Seconded by Hodges. 4 Ayes. <br />The Mayor gave a brief report on progress of Sanitary Sewer <br />in the Village and presented a list of twelve items or statements <br />of intent of the Council. <br />Motion by Crane to adopt the following preliminary policy <br />statements regarding sanitary sewers and to request consultants to <br />continue feasibility study accordingly. The policy statements <br />are preliminary only and may be changed after further studies are made <br />and public hearings are held. <br />1. One hearing will be held on the main interceptor system <br />and three seperate hearings will be held on lateral system. <br />2. An area assessment will be made to cover cost of <br />Main interceptor (except as noted in three below) , lift stations; <br />street replacement; maintenance building; storm sewers; machinery. <br />3. A front foot assessment will be made for lateral service <br />including that portion of main used as lateral. <br />3 -A.A service charge will be made for connection between <br />lateral and lot line. <br />4. A quarterly service charge will be made for lateral <br />maintenance and operation. This will be in addition to the quarterly <br />charge made by NSSSD. <br />5. Assessments may be paid in full after adoption of roll or <br />may be spread on tax rolls for up to 30 years. <br />6. Original bond issue will be short term(2 years) then <br />total cost will be refinanced after all work is completed and total <br />costs known. <br />7. Service will be made to a residence at the street not <br />at the back lot line. <br />8. House connections to curb outlet must be made without <br />90 degree angles. <br />
