Streets will be replaced with a four or five ton load <br />capacity, 31 feet wide and the boulevard will be filled with black <br />dirt and seeded from curb to existing lawn or the lot line, where <br />disturbed by construction. <br />11. Private driveways will be replaced if damaged by sewer <br />or street construction. <br />12. Storm sewers will be built when necessary to benefit <br />the sanitary sewer during or after construction, or when necessary <br />to provide proper street replacement. Seconded by Blanchard.4 Ayes. <br />A resident appeared regarding a complaint_ on ordinance <br />violation regarding stabling of horses. Upoh advise from the Attorney <br />he was advised to submit an application for a special use permit. If <br />permit is received by the Village Clerk prior to July 27, 1963, Police <br />Department will be.notified to withold action pending the result of <br />a public hearing. <br />Mr. Malvin will check on other horse owners in the Village. <br />Mr. Hodges presented petitions for street lights. Motion <br />by Blanchard to send work order to N.S.P. to install one 6,000 lumen <br />lamp at Jackson and Terrace Drive intersection. Seconded by Hodges. <br />4 Ayes. <br />Motion by Hodges to send work order to N.S.P. to install <br />one 10,000 lumen lamp at County Road H -2 and Spring Lake Park Road <br />_ ntersection. Seconded by Crane. 4 Ayes. <br />The matter of the surplus peat on the Village park was brought <br />up and discussed. Mr. Knutson , Engineer, informed the Council that he <br />has had repeated promises from the Contractor as to the fast removal of <br />this surplus but little action. Mr Knutson then presented Estimate # 3 <br />for the Hillview Project. Motion by Blanchard to accept Estimate # 3 <br />for the Hillview project but to withold payment pending further <br />Council action. Seconded by Crane. 4 Ayes. <br />Motion by Blanchard that the surplus peat on Oakwood Playground <br />and surrounding area, left from the Hillview road project will be stored <br />or stockpiled on the Greenfield playground, with the exception of that <br />amount needed for Hillview Park and the Village Hall site. <br />Seconded by Hodges. 4 Ayes. <br />Mayor Crane presented a letter regarding the location of 4 <br />utility poles and requesting that they be lowered to conform with <br />he development to the South. (Copy of letter on file with original <br />minutes.) <br />A Representative of Bell Telephone explained why they feel <br />the developer should pay for this change. <br />Motion by Crane to send copies of this letter to Bell <br />Telephone, Northern States Power, and to Mr. McCubrey at State Highway <br />Department. Seconded by Blanchard. 4 Ayes. <br />The Mayor reported that Sgt. Rustad of the Police Department <br />was in the hospital with a suspected heart attack. <br />Motion by Crane to authorize expenses up to $50.00 for <br />'1lage participation in the New Brighton Old Timers celebration as <br />.;rt of the Village recreation program. Seconded by Blanchard. 4 Ayes. <br />
