pointed out that more maintenace will be needed than commonly <br />experienced with water utility. He recommended that the Village <br />have its own equipment rather than on contract and the proposed <br />building for storage of equipment was shown by map. <br />Mr. Meyers further stated that if the proprse-1 plan is <br />approved by the Village Council, bids will be prepared. They <br />will be received from many contracting firms and the reasonable <br />low bid will have to be taken. However, he stated the Council <br />may advise on less. <br />Mr. James (lson of Rand g Moody next discussed financing <br />of this program. He stated that the problems in our area are <br />different from those in a developed community. Future develop- <br />ment should bear its proportionate cost. The plan presented is <br />complete and he commended the Council and the Village Attorney <br />on their excellent cooperation and excellent choice of a complete <br />plan. He stated the cost is high, but when we are through, we are <br />all through. The assessment program considers the degree of benefit <br />that applies to all property today and to apply in the future. <br />Sheets showing the method by which the improvements will be <br />paid were distributed. (2 copies are attached) A short recess <br />was taken after which Mr. :_)lson explained the various charges <br />listed and answered questions on this method of payment. <br />The floor was turned over to Don H-,dges who handled questions <br />and comments from the audience. <br />Dean Anklan, Ramsey County Engineer and Robert I. Clark, <br />Ramsey County Engineering Department were in attendance. Mr. <br />Anklan spoke for Ramsey Co. stating that they were neither tor" <br />nor "against" the proposed plan.
