a plan for drainage --five different methods were actually proposed, and we <br />accepted the first one - -that of Minneapolis sewer collection. The Pigs Eye <br />facility is to be enlarged. In September of 1960 the Village received a <br />preliminary report for its own sewer system within the Village. This was <br />filed with the Village, which was the basis for the projects and plans discussed <br />in the last two hearings. <br />In the meantime, negotiations were still going on with Arden Hills <br />hoping for some means of an outlet. We had the approval for a sewage system <br />but not the outlet. In February of 1961 the Village of Mounds View requested <br />legislation to pass the N.S.S.S.D. bill and it was passed in that year. In <br />November of 1962 we met with Arden Hills and Arsenal officials to discuss <br />various means of hooking onto their system. In February, 1963 we made a <br />formal request for a utility sales contract with the U.S. Army requesting <br />that we be permitted to hook onto one of their sewer lines and we would pay <br />them on a metered basis. In March of 1963 we wrote the Army again Eaking for <br />an answer and on May 15, 1963, a letter was received by the Village of Mounds <br />View from them denying an outlet for the Arsenal system. They gave as their <br />reason a security problem. <br />Since that time the Village has been presented with a contract from <br />N.S.S.S.D. It has not been signed by the Village of Mounds View as yet. This <br />contract would provide us with an outlet. Mr. Meyers pointed out that now one <br />of the main problems has been solved - -an outlet has been provided. The problem <br />we are trying to resolve now is, "Should an internal sewer system be constructed <br />in the Village of Mounds View ?" <br />The law required that an election be held for water installation, but <br />not for sewer, and since 1959 even water systems can be completed without a <br />vote of the people.
