-2- OiO123 <br />Mr. Samuel B. Fried, Mounds View Justice of Peace, asked <br />why his name was not placed first on the election ballot for J.P. <br />in the November 3, 1964 Election. Mayor Hodges stated that apparently <br />an error had been made in placing the names on the ballot. <br />Mr. Fried stated that he was convinced that the placement <br />of his name last on the ballot in violation of Minnesota Statue 205.05 <br />was a deliberate attempt and an intentional and wilful act to influence <br />the election and contributed to his defeat. Mr. Fried stated that this <br />was a feloniousact as stated under State Statue 210.15. The person <br />responsible was Paul Boog,stated Mr. Fried. <br />Mr, Boog denied these charges and explained that this was <br />very unfortunate. It was a technicallity and it was difficult to <br />determine whose fault it was. <br />Mr. Fried also stated that 200 additional ballots had been <br />delivered to each of the precincts without the request by Officials <br />in charge of the Precincts. <br />Mrs. Florence Peterson, stated that she was the chairwoman <br />in Precinct # 2 and that she had requested additional ballots. <br />Mrs.Ila Mc Cue stated that she was the chairwoman in <br />Precinct #1 and that although she told Mrs. Fried on the telephone <br />that she didn't specifically order the additional village ballots, <br />as chairwoman, she placed an order for ballots and she received all <br />the different ballots available. It was Mrs. Mc Cues opinion and others <br />she talked to that the names on the ballots were rotated. Mr. Boog <br />stated that both the Ramsey County Auditors and Mounds View Clerk's <br />Office received requests for ballots and supplied the precincts <br />with additional ballots. <br />Mr, Fried read a written statement of all the charges. <br />Mr. Fried asked the Council to set aside results of the election <br />and to conduct another election for J.P. <br />Mar Hodges stated that if there were no objections this <br />. request along with the charges would be referred to the Attorney for <br />a legal opinion. The Attorney is to report to the Council by Monday, <br />November 16, 1964. Mr. Rusted stated Mr. Fried was appointed by the <br />Council and had done a good job. <br />Mr. Joseph Stork, 8016 Red Oak Drive asked and received <br />Information on the drainage installation by his home. <br />Mr. Joseph Dolphy, 1925 Highway # 10, requested a license <br />for a used car lot. He was informed that the request would go through <br />the planning commission first. He stated he was cleaning up his back <br />Yard. <br />Mr. Jesse Varns, 7350 Fairchild Asked the Council to request <br />NSP to install gas on Fairchild Avenue. Mayor Hodges directed the <br />Clerk's Office to write a letter to N.S.P. requesting a gas line on <br />this street. <br />Mrs. Ila Mc Cue suggested that the Council consider <br />permanent voter registration by Mounds View. <br />Mr. John Sullivan asked how the Election Judges were <br />selected. Mr. Boog explained that a new list of the names of <br />residents were compiled at each election. The list of names were <br />submitted to the Council for their approval. The list is compiled <br />from letter, phone calls and personal contact at the Village Hall, plus <br />lists submitted by the Political Parties. <br />
