Boog <br />Shelly Boehm <br />Mayor Hodges opened the Public Hearing on rezoning requested <br />by Harry Fankhanel and Harold Ellsworth, <br />Clerk Blanchard read the published notice to consider <br />amending the official zoning map pursuant to section 11.1 of Ordinance <br /># 67, to rezone the following described property from R -1A, B -1 and L -i <br />to 8-3; also .to issue a special use permit to establish, construct <br />and maintain a mobile home park in accordance with provisions of <br />Ordinance # 98 and any amendment thereof: <br />Subject to Highway, the South eight (8) acres of part of <br />Northeast quarter of the Northeast Quarter (NE)4 NE%) Westerly <br />of line runninc Southeasterly 425 feet MOL from North <br />Section Line and par with and 75 feet Southwesterly from CL <br />of STH 10 -62; thence Southeasterly to point 495 feet North of an 516.12 <br />feet West of South and East Lines of said % %; thence South 495 feet <br />par with East Line of Section 17, Township 30, Range 23; and a corridor <br />strip no greater than 100 feet wide for access to TH 10 on the Southeast <br />corner of said parcel coritaining 12 /100th of an acre more or less, <br />and subject to Highway, zhe Northwest Quarter of the Northeast <br />Quarter (N!i\ NE%)of section 17, 'Townshipr 30, Range 23. <br />Mayor Hodges asked the parties seeking the rezoning to explain <br />their proposal. Mr. John Abdo, Attorney for Fankhanel and Ellsworth <br />requested the Village Council to grant a conditional permit for the <br />Moblie Home Park. The condition would be to submit a plan suitable <br />to the Council. <br />Mayor Hodges asked for objectors to this rezoning. <br />Mr. Ellsworth submitted two plans for the Mobile Home Park <br />both would utilize 36 of the 40 acres for Mobile Homes. One plan <br />would include 277 homes, the other 282 homes. <br />Mr. Donald .endt, Board Member of the Mounds View School <br />District # 621 stated there was no objection, but there was concern <br />with the lower tax base use of this property. Mr. Wendt claimed that <br />industrial, commercial or even $25,000 homes would bring more taxes <br />to the Village than would taxes from Mobile Homes. <br />
