-3- <br />The Clerk's Offie was directed to write a Letter to Mr. 6 <br />Hellstrom, the principal of Edgewood Jr. High - a copy of the letter <br />to everyone concerned, stating that the Council believed that the <br />proper authorities should be notified whenever there is any fire. <br />Civil Defense, Director, Charles Jackson, announced that <br />the Mounds View Civil Defense participated in 141 hours of volunteer <br />time during the St. Paul Flood Disaster. <br />Building Inspector, Chris Piehowski, recommended a change <br />in the Building Code. To change the requirement of the chimney size from <br />5" to 6 ". This matter to be referred to a future agenda meeting. <br />Engineer Comstock suggested a meeting to be held to discuss a <br />sewer ordinance. Council Set May 3rd during its agenda meeting. <br />Attorney Meyers submitted and read a proposed Fire Prevention <br />Code Ordinance. The Spring Lake Park Fire Chief and Fire Department <br />have recommended this fire ordinance. <br />Motion by Blanchard to adopt Ordinance # 124, an Ordinance <br />adopting the Fire Prevention Code recommended by the National Board of <br />Fire Underwriters and repealing Ordinance # 71. Seconded by Hodges. <br />4 Ayes. Motion Carried. <br />Attorney Meyers reported that Beauty Shops are state regulated. <br />The Village control is only in the zoining requirement which is B -3. <br />Motion by La Vaque to change the Water Billing Procedure . <br />'o change from the discount of (.75) seventy -five cents if water <br />payment is made within the proper payment date, to charging a penalty <br />of (.75) seventy -five cents to all who pay after the due date. <br />Seconded by Blanchard. Blanchard, Hodges, La Vaque, aye - Rustad <br />not voting on issue because he is opposed to the penalty method. <br />3 Ayes. Motion carried. <br />Attorney Meyers submitted a proposed agreement to be between <br />the Village of Mounds View and the Village of Spring Lake Park where <br />in Mounds View shall permit the Village of Spring Lake Park to install <br />a sanitary sewer line in a boundary street. This agreement to be sent <br />to Spring Lake Park for their recommendation. <br />Mayor Hodges stated he would investigate a garage for park <br />use. This building is included in an easement settlement. <br />Attorney Meyers suggested the Council authorize the Engineer <br />to study the possibility of additional roads north of Sherwood Road. <br />Acquiring this land could take several years. <br />Motion by Blanchard to adopt Resolution # 199, water Assessment <br />1960 -1 and 1960 -2, division # 34883 and 34877. Seconded by Hodges. <br />4 Ayes Motion Carried. <br />Motion by Blanchard to pay bills totaling $4,785.67. <br />Bconded by La Vaque. 4 Ayes. Motion Carried. <br />Motion by Blanchard to approve licenses submitted. <br />Seconded by Hodges. 4 Ayes. Motion Carried. <br />
