PROCEEDINGS 1F THE VILLAGE COUNCIL <br />VILLAGE 9F MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />Persuant to due call and notice thereof, a special meeting <br />of the Village Council of the Vi1.lage of Mounds View, Minnesota, <br />was called to order at the Village Hall on Wednesday, September <br />28, 1966 at 7:00 P,M1 with the following members present:Blanchard, <br />Lang, Malvin and Johnson,and the following members absent: Rustad. <br />The clerk presented affidavits of publication of the notice <br />of hearing and attested to mailing of notices. This is for San- <br />itary Sewer, Watermain and surface water drainage improvement pro- <br />ject 1966 -3, Schedules A & B.• The clerk then attested to,the <br />availability of the assessment role. <br />Mr. Meyers, Village Attorney, explained the assessment proced- <br />ure according to the Minnesota State Law. <br />The following residents stated they had not received notices: <br />Clarence Mertz 1800 County Road H -2 <br />Rey Miller 1865 County Road H -2 <br />Robert Damcke 1747 County Road H -2 <br />Herbert Struss 7664 Knollwood Drive <br />The Village Clerk explained the method of preparing assessment <br />and the assessment roll. The source of the assessment role is the <br />County Auditor. <br />The engineer discussed the particuler assessment involved and <br />explained the boundaries of the project. <br />The assesment for Project 1966 -3 is as follows: <br />Sewer front footage $7.63 per foot <br />Street front footage $1.50 per foot <br />Unit $100.00 per home <br />Area .015 per square foot <br />Service $120.00 Per service <br />General questions were answered and the NSSSD connection charge <br />($150.00)and Village permit ($io.0e) were explained. Objections <br />will be taken in writing. <br />The hearing was closed at 8:OOP.M. <br />At 8:05 P.M. the public hearing for Sanitary Sewer Service, <br />Watermain and Surface water drainage improvement projects 1966 -3 <br />Schedule C was opened with the following members present: Blanchard <br />Malvin,Lang, And Johnson, and the following members absent: Rustad. <br />The clerk attested to the publishing and mailing of notices <br />and to the availability of the assessment role. <br />Mr. Snyder, 8210 Spring Lake Road, stated he did not receive <br />a notice. The clerk explained that the names were provided by the <br />Ramsey County Auditor. <br />The assessments for Project 1966-3 are as follows: <br />Water laterals $3.65 per foot <br />Water Service $135.00 per service <br />Sewer Service $130.00 per service <br />Sewer -Footage $8.15 per foot <br />Unit $100.00 per home <br />Street Resurfacing $1.50 per foot <br />The area benefited was described by the engineer. Sewer is <br />being assessed 75% and water is being assessed 100% of the con- <br />struction cost. <br />The mayor called for objectors and they are as follows: <br />John L. Sullivan 8368 Spring Lake Road Too high for <br />benefits received. <br />
