-5- <br />Attorney Meyers discussed parking and weight restrictions in relation to the <br />proposed ordinance. <br />MOTION made (Johnson), seconded Malvin) to approve Ordinance # 14.1 regulating <br />( street openings. <br />Motion Carried 5 Ayes <br />Engineer Boehm stated that he has obtained estimates on costs of materials and <br />labor to use in determining charges for street openings. <br />Attorney Meyers presented the Council with copies of a memorandum on an elected <br />Treasurer being hired as a clerk typist. <br />Attorney Meyers read and presented to the Council an agreement form covering the <br />employment of off duty policemen by local establishments. <br />Attorney Meyers presented a form for use in making final payments and initiating <br />the warranty period. <br />The Attorney commented briefly on his village insurance study and reviewed the <br />Greene case. To his question concerning the tornado audit, the Clerk confimed that <br />the tornado audit had taken place. <br />Attorney Meyers commented on the easement (agreement to 1971) on the old George <br />Jackson property now owned by the State of Minnesota advising special legislation is <br />necessary to transfer this property to Mounds View. <br />MOTION made (Johnson), seconded (Rusted) to authorize the Attorney to negotiate <br />on the special legislation needed. Motion Carried 5 Ayes <br />Engineer Boehm commented on a water tank for sewer flushing jobs. He coumented <br />/ on use by other villages and detailed problems with frozen hoses, etc. as justifying <br />the purchase of a tank. Engineer Boehm recommended that Wally Skiba select an appro- <br />priate tank. <br />Engineer Boehm advised that he has the specifications prepared for painting of <br />the water tower and stated it should be done in May He recommended the Council set <br />up bid dates to permit advertizing for bids. <br />MOTION made (Walserl seconded (Johnson) to set the opening of bids for repaint- <br />ing the water tower for 8:30 n.m, on March 13. Motion Carried 5 Ayes <br />Engineer Boehm reported no apparent progress on a federal grant application for <br />water and submitted a suplimentary report on water for study by the Council, <br />The Engineer reported having received a call from the Highway Department stating <br />agreement with proposed NSA street designation changes. At the Engineer's request for <br />two resolutions to cover these changes, the Attorney was instructed by the Mayor to <br />prepare the necessary resolutions. <br />MOTION made Malvin), seconded(Johnson) to permit Comstock and Davis, Inc. to do <br />survey work for Eigenheer Builders. Motion Carried 5 Ayes <br />Trustee Lang reported that Wally Skiba will investigate street maintenance equip- <br />ment (tar pots, etc.) that the Village may wish to purchase. <br />Mr. Blanchard advised the Council that a previously red tagged building is no <br />- <br />/ lo er safely boarded up -- the Clerk's office will check. <br />
