-2- <br />M /S /P (Malvin -Lang) To adopt Ordinance #144 repealing #134 and <br />incorporating current regulations on use of highways within the <br />Village as per the State Highway Traffic Regulation Act. 5 Ayes <br />M/S/P (Rustad - Johnson) To adopt Ordinance #145 amending #67 and <br />rezoning certain properties. 5 Ayes <br />The Clerk requested that citizens willing to serve as election judges <br />and counters contact the Mounds View Office. A list of names will be <br />kept on file for use in future elections. <br />The Mayor opened the hearing on Improvements in the Eigenheer Addition <br />at 8:30 P. M. <br />The Clerk attested to the fact that the notice was published twice and <br />that notices had been sent to affected parties according to law. <br />Mr. Bell, representing Mr. Eigenheer, reviewed the informal discussion <br />held at the Council meeting of July 10, 1967. Plans and alternatives <br />were stated as in minutes of that date. They favor gravity system and <br />suggest deferred assessments on some properties. <br />It was noted that a petition has been received from Mr. Paron, Mr. <br />Kroonblawd and Mr. O'Connell requesting Sewer and Water Improvements. <br />Engineer Boehm indicated areas involved on the map and read a list of <br />proposed service charges and footage charges. <br />Mr. Eigenheer questioned whether $11.55 /ft. included services. The <br />Engineer answered that services are $127.00 additional. <br />Mr. Nerhersky, attorney for Mrs. Skiba, objected to the gravity plan, <br />stating that it benefits only Mr. Eigenheer, not the other two tracts <br />that may be served. He stated that he objects to the alternate water <br />line routing (along rear of Highway #10 properties) but objects most <br />strongly to any charge made for the gravity line system against his <br />clients property. <br />Mr. John Case, member of and speaking for, the #621 School Board, voiced <br />his objection to the road assessment. He feels there is no benefit. <br />The School Board will grand easements for sewer construction. <br />Mr. Bell made additional comments on the advantages of the gravity <br />system for future development. <br />Mr. Christiansen questioned the apparent assessment on the side of the <br />NSSSD properties. They have already paid taxes for the longer front of <br />the property. Engineer Boehm replied that this was in error and would <br />be corrected. <br />
