- 2 - <br />Charles Jackson questioned the high telephone bill for Civil Defense - the Council <br />will review this at the next agenda meeting. <br />The Civil Defense truck will go to White Bear and Arden Hills to assist them with <br />fishing contest events. <br />Charles Jackson also questioned the obtaining of gas for Civil Defense units. He <br />will log out gas through Wally Skiba. <br />In addition he questioned the ordering or purchase order system. The new purchase <br />order system was explained by Mr. Zylla. <br />The Gifford vs Mounds View lawsuit, a jury trial, is set for February 2, 1968. <br />Dr. Houle and the Clerk are alerted for testifying at the trial. <br />Mr. and Mrs. Halseth's letter was read - they returned a check for an easement allowance <br />($75.00), because the contractor didn't use their land. <br />New pest control legislation was reviewed. The Village may levy to control Dutch <br />Elm disease, etc. <br />Attorney Meyers presented a Land Acquisition Policy Statement, requested by HUD, to <br />be signed by the Mayor, and a Resolution giving the Mayor the authority to sign. <br />M /S /P (Johnson /Lang) To adopt Resolution No. 362 authorizing the mayor to sign the <br />Land Acquisition Policy Statement. <br />5 Ayes <br />Attorney Meyers read Resolution No. 363, which involved a certification of funds by <br />the county for principle and interest on state aid bonds. <br />M /S /P (Rustad /Johnson) Approve Resolution No. 363 5 Ayes <br />Unrecorded lot split problems were discussed. Office procedures will be developed <br />to insure control over all lot splits. <br />Mayor Rustad mentioned new complaints on the New Brighton dump. The Attorney was <br />requested to write another letter reque'sting action. <br />The HUD grant status was discussed. Engineer Boehm advised that a copy of Resolution <br />No. 363 on state aid bonds should be sent to the Commissioner of Highways, and that a <br />letter with the copy of Resolution No. 362 should be sent to HUD. <br />Dennis Zylla reviewed an article on mill rate reduction from the Citizens League News. <br />The article uses Mounds View as an excellent example of mill rate reduction. <br />M /S /P (Johnson /Lang) To adjourn at 9:10 P.M. <br />5 Ayes <br />
