A petition to Anoka County from residents around Judicial Ditch #1 was read, <br />requesting the ditch be cleaned out and tiled. <br />Mayor Rustad called a recess at 8:29 P.M. <br />Rezoning hearing was opened at 8:30 - Downing Addition Lot 6 Block 1 - R1 to R2 <br />The notice was read and the Clerk announced that all owners per abstract were <br />notified. Mr. Downing discussed his plans and showed plans and a lot layout <br />chart. A petition was presented signed by five of the surrounding residents. <br />Mayor Rustad called for objections three times - None! The hearing was closed <br />at 8:35 P.M. This action was approved by the Planning Commission. <br />M /S /P (Johnson /Lang) To conditionally rezone property for duplex building <br />as described. 5 Ayes <br />Regular meeting resumed. <br />M /S /P (Walser /Rustad) To approve the following licenses: C & S Blacktopping - <br />asphalt license, Kustom Builders Company, Pinewood Contracting and Sign <br />Crafters - general contractors license, and Pinewood Sewer & Water Service - <br />excavating license. <br />M /S /P (Walser /Rustad) To approve payment of bills as represented by checks <br />numbered 2370 - 2417 (general) and 250 - 268 (payroll). <br />Mr. Haes presented a letter requesting the Lake Side Park monies be paid and <br />that the $3,500 amount be raised to $4,000. The Council will review the <br />budget and make a decision at that time. <br />Trustee Malvin discussed the proposed easement for a Highway # 10 bypass <br />through Wayside Park because of the NSSSD sewer line. The Clerk read the letter <br />of request from NSSSD. Attorney Meyers discussed a cash allowance for regrading <br />and sod or mat left for Village use for park access and /or parking area as con- <br />siderations for granting easements. The Highway Department will be contacted by <br />the Engineer regarding access from Highway # 10. NSSSD will be invited to attend <br />the May 20th agenda meeting to discuss the bypass. <br />Trustee Johnson read the April Police report and B & E report. <br />Trustee Johnson recommended amending B3 section of zoning ordinance to make all <br />service stations by Special use permit only. The Attorney will prepare the <br />amendment. <br />Trustee Johnson suggested putting time limits on all conditional rezonings. The <br />Attorney and Council discussed the problem and 90 days was the tentatively agreed <br />time limit for getting building permits. The Attorney was requested to prepare <br />the amendment. Present conditionals will have 90 days to act. <br />5 Ayes <br />5 Ayes <br />Rezoning hearing was opened at 9:00 - That part of the Northeast 1/4 of the Northeast <br />1/4 of Section 7, Township 30, Range 23, Ramsey County, Minnesota described as follows: <br />Beginning at the Southeast corner of said Northeast 1/4 of the Northeast 1 /4;thence <br />West along the South line of said Northeast 1/4 of the Northeast 1/4 a distance of <br />310.5 feet; thence North parallel with the East line of said Northeast 1/4 of the <br />Northeast 1/4 a distance of 366.55 feet; to the South line of the right of way of <br />Trunk Highway; thence Southeasterly along the South line of said right of way a <br />distance of 409.14 feet to the East line of said Northeast 1/4 of the Northeast 1/4; <br />
