PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />June 25, 1968 <br />A Special Meeting of the Mounds View Village Council was called to order by <br />Mayor Rustad at 7:05 P.M. on Tuesday, June 25, 1968, at the Village Hall, <br />2401 Highway # 10, St. Paul, Minnesota 55112 and adjourned immediately to <br />the Civil Defense room at 2575 Bronson Drive. Reconvened at 7:10 P.M. <br />Present: <br />Mayor Rustad <br />Councilman Malvin <br />Councilman Lang <br />Councilman Johnson <br />Absent: <br />Clerk Walser <br />Also Present: <br />Attorney Meyers <br />Engineer Boehm <br />Clerk Typist Sandgren <br />Engineer Boehm presented the plans on the $1,300,000.00 Water Improvement <br />project 1968 -3 and stated that we have a grant of $570,000,00. The project <br />will include connecting dead ends, finishing construction of main feeder loops, <br />supply storage, and treatment facilities. Six test wells will be constructed <br />in hopes that four will be good. In addition we will be interconnected to <br />New Brighton and Fridley for emergency use only. <br />Estimated proposed assessments will be $5.50 per front foot for the benefited <br />property. <br />A resident asked about the cost of connection to a house. Engineer Boehm <br />answered that the estimated assessment for wafter services from the water main <br />to the property line is $130.00 per service. <br />Bids on test wells will be let hopefully in 1 1/2 months. Actual work to be <br />started in 1969. Assessment hearing would be in the fall of 1969. <br />Mr. Minar's attorney questioned why assessments on both sides of County Road I <br />instead of following the property lines. Engineer Boehm stated that the lateral <br />was to be put in the street right -of -way instead of acquiring property. Can't <br />tunnel under St. Paul water works. Mayor Rustad commented that a County Road is <br />hard to get permission to cut through. Can't cut County Road (Silver Lake Road) <br />for four years. <br />A resident questioned if Fridley would have any use of water line. We want the <br />connection with Fridley ,loop lines, in case of emergencies only. <br />A resident questioned if property already assessed on lateral would have any <br />additional assessments. If different property is being benefited it will be <br />assessed again. <br />Melvin Johnson questioned how he would be assessed (Highway #10 and Old #8). <br />Reply was on width instead of length. <br />Paul Gubrud of Ehlers & Associates reported that water mains will cover about 20% <br />of the cost of the project. Assessments can be paid over a 20 year period at 6% <br />interest, or it can be paid in full the fall of 1969 when the assessment roll is <br />prepared. <br />
