PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />December 9, 1968 <br />The Regular Meeting of the Mounds View Village Council was called to order <br />by Mayor Rustad at 8:00 P.M. on Monday, December 9, 1968, at the Village Hall, <br />2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Rustad <br />Councilman Malvin <br />Councilman Lang <br />Absent: <br />Councilman Johnson <br />Also Present: <br />Deputy Clerk Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Malvin /Lang) To approve the minutes of November 25, 1968. 3 Ayes <br />Robert Eigenheer appeared requesting that a 33' easement on Lot 14 Except the <br />E 130' thereof be abated and moved to the West side of the lot. Easement <br />presently serves no practical purpose. Attorney Meyers will prepare the <br />necessary papers. <br />Mr. A. J. Nelson, 5393 St. Stephens, appeared requesting that Ordinance #157 <br />be changed to allow people to have rabbits unless a complaint is signed by <br />someone other than the police department. Would also like a special permit <br />so his son could raise eight rabbits as a hobby. Mr. Nelson continued to <br />elaborate for approximately 15 minutes. Mr. Nelson prepared to go to court <br />to keep the rabbits. Mayor Rustad stated that there is a need for the <br />ordinance and that the Council would take his suggestions under advisement. <br />Russell Underdahl, William Beim, and Irwin Engler appeared presenting preliminary <br />plans of the proposed 56 acre development South of County Road H2, West of TH 8 <br />and North of TH 10. Area to be premarily apartment buildings with a shopping <br />center. Approximately 900 - 1,000 apartment units. Shopping center to have <br />supermarket and 7 or 8 other stores. Multi- million dollar project would be <br />3 - 5 years in completion. Construction may begin May 1, 1969. <br />Mayor Rustad called rezoning hearing to order at 8:33 P.M. Lot 31 Except the <br />West 50' thereof, Auditors Subdivision #89. Rl to B3 for motor vehicle transfer <br />and storage. Otis Hilbert, attorney, appeared for Vant Transfer Inc. Construction <br />of 40' X 60' building of fluted metal. Lot 490' X 102.08'. James Nerdahl requested <br />information on street access. All vehicles to move on and off STH 10. Owner <br />presently has nine trucks. No maintenance of trucks on the property. Mayor <br />asked if anyone for or against rezoning. Marion Dahlin against - noise. Irene <br />Schafer against - noise. Ray Martin - no objection. George Gustafson - all <br />property on STH 10 will be commercial eventually. Hearing closed at 8:49 P.M. <br />Mayor Rustad said no positive action can be taken tonight because only three <br />members present and 4/5s vote needed. Decision held until December 16th. <br />Mayor Rustad's Report <br />Mayor read resolution from Minnetonka Village requesting legislative action on <br />Metro Zoo. Would like other villages to pass resolution also. <br />MSP (Lang /Rustad) To approve the passing of a resolution to request legislative <br />action. <br />3 Ayes <br />
