PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />December 16, 1968 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Rustad at 8:00 P.M. on Monday, December 16, 1968, at the Village Hall, 2401 <br />Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Rustad <br />Councilman Malvin <br />Councilman Johnson <br />Councilman Lang <br />Also Present: <br />Deputy Clerk Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Lang /Malvin) To approve the minutes of December 9, 1968. <br />Mayor Rustad's Report <br />3 Ayes <br />Johnson Abstained <br />Mayor opened discussion of rezoning proposal at 1859 Highway #10. Hearing held <br />December 9th but decision postponed. Mayor asked for a motion to approve the <br />rezoning. No motion made. <br />MSP (Lang /Johnson) To deny the rezoning. <br />Ervin Herbst arrived to discuss the possibility of rezoning the property immediately <br />West of his property on TH10 and County Road H. <br />Deputy Clerk Zylla's Report <br />4 Ayes <br />Deputy Clerk read list of licenses for approval. Discussion followed on whether <br />or not to approve the Launching Pad Supper Club's intoxicating on -sale liquor <br />license since Mr. Waste has not complied with some of the verbal agreements he <br />had made to the Council previously. (ie: fencing of parking lot or curbing.) <br />Councilman Malvin and Councilman Johnson stated they would not approve the <br />license unless Mr. Waste shows good faith in completing the previously agreed <br />upon improvements. <br />MSP (Rustad /Johnson) To approve the following licenses: Cigarette licenses - <br />Long Lake "66" Service, Bel -Rae Ballroom, Fedor's Market, Donatelle's Supper Club, <br />Mermaid Cocktail Lounge, Inc., Launching Pad Supper Club, Clark Super 100, B & R <br />Grocery; Gasoline licenses - Clark Super 100, Long Lake "66" Service; Non- Intoxicating <br />Off Sale Liquor licenses - Fedor's Market, Launching Pad Supper Club, B & R Grocery; <br />Non - Intoxicating On Sale Liquor licenses - Bel -Rae Ballroom, Mermaid Cocktail Lounge; <br />and Intoxicating On Sale Liquor licenses - Donatelle's Supper Club, Mermaid Cocktail <br />Lounge; and the Launching Pad Supper Club conditional upon Mr. Waste meeting with <br />Councilman Johnson and Councilman Malvin in which Councilman Malvin and Councilman <br />Johnson must give their approval to the renewal. 4 Ayes <br />MSP (Rustad /Lang) To approve general checks #2956 - 2975, payroll checks # 593 - <br />616. 4 Ayes <br />MSP (Rustad /Malvin) To approve check #1095. Discussion on reason for check #1095. <br />Mr. Dolezal, auditor, explained. 4 Ayes <br />MSP (Rustad /Malvin) To void check #1095 and transfer to the improvement fund from <br />the bond fund the difference between the $108,364.69 and the $47,998.50 (Lametti lien). <br />Net transfer $60,366.19. 4 Ayes <br />Councilman Malvin's Report <br />A fire hydrant was damaged by a car over the weekend. Police have the suspect's <br />identity. <br />
