TO THE CITIZENS OF THE VILLAGE OF MOUNDS VIEW: <br />As you know the disposal of sewage has been one of the major problems <br />facing the Council and the citizens of our village. Fortunately, this problem has <br />been partially solved by the creation of the North Suburban Sanitary Sewer District <br />in 1961. The Village of Mounds View was one of the prime movers behind the formation <br />of the sewer district. <br />Shortly after the formation of the District a contract was entered <br />into between the District and the City of Minneapolis to provide capacity in the <br />Minneapolis sewer system for the use of the communities in the North Suburban Sanitary <br />Sewer District. This capacity has been limited, both in amount and time. As the <br />result of this original contract and because of the lack of capacity the sewer district <br />proceeded to make plans to construct its own treatment plant in the City of Fridley <br />on the Mississippi River. This has been a slow and expensive process, because of <br />court fights, and other factors. However, it does appear that a treatment plant and <br />the right to use the Mississippi River is closer to reality now than it ever has been. <br />On December 31, 1968 Minneapolis forwarded to the District an offer <br />of additional capacity in its lines, that may or may not be of great benefit to the <br />District, and to the residents of our village. <br />If this offer reads that the City of Minneapolis will undertake <br />to provide all of the necessary capacity that we and our neighbors in the North <br />area will ever need and if this means that they can provide this capacity at a cost <br />less than it would cost us to build our own treatment plant, both in the initial <br />construction and in the quarterly charges, then there is no question in our mind that <br />this offer should be seriously considered and accepted by the District. If the <br />Minneapolis offer cannot provide us the capacity needed at a cost less than it would <br />cost us to build our own treatment plant then the offer should be refused and <br />construction of the plant should be undertaken at once. <br />However, we feel that an unbiased independent study of the offer <br />should be made at once, and the results of this study should be made available to the <br />Village of Mounds View so that it can advise its representative to the District as to <br />what steps said representative thinks the District should take for the best interest <br />of the residents of Mounds View. <br />Our representative is being instructed to request that the District <br />undertake such study, and if the District feels that such a study is not advisable, <br />then this Council will consider whether or not it will undertake an independent study <br />
