- 3 - <br />Mayor Rustad commented on his desire to see an orderly meeting. He stated <br />that all persons would be recognized. He then called for all petitions for <br />or against the rezoning to be presented to the Council. <br />Norman Chervany, 2595 Woodcrest, presented a petition with approximately <br />540 names against the rezoning. <br />Parcel #1 - #59- 0070 - 010 -80, #59 -0070- 010 -81 and #59- 0070 - 010 -84 <br />Perry Copeland, the attorney representing the developers, then proceeded to <br />make his presentation. He stated he was representing Red Oak Estates which <br />consisted of Anthony Holchuh, Thomas Swanson, Keith Karstad and White Oak <br />Builders. The area to be rezoned approximately 74 acres. Fifteen typical <br />blocks at present to be developed. The area could contain a potential 230 <br />to 240 single family homes. <br />Initially the developers wish to construct approximately six complexes, <br />four 30 unit buildings to a complex, with a buffer zone of 120 feet to <br />be constructed on the West edge of the property. This buffer zone will <br />contain a five foot mound and hedge. To buffer the South, single family <br />residences would be provided. <br />Relative height of homes versus apartment buildings was discussed by Mr. <br />Copeland. He stated a 2 1/2 story building is 23 feet high. A rambler <br />typically 16 feet high. A 1 1/2 story building typically 22 feet high. <br />These buildings would be 23 feet high approximately. One bedroom units <br />would have a square foot living area of 795 square feet. Two bedroom <br />would have either 965 square feet of 1,025 square feet. There would be <br />indoor pools, security system, saunas and barbecues provided. Proposal <br />initially would contain 680 proposed units. <br />Expected tax revenues were discussed. Mr. Copeland cited a survey taken <br />in New Brighton recently of twenty sights. Apartment survey found <br />approximately 2.3 persons per unit. It was found that there were <br />approximately 16 school age children for each 100 units. Mr. Copeland <br />then said the cost for each complex of four 30 unit buildings would be <br />$1,850,000.00. Total cost of the initial project would be approximately <br />$10,000,000.00. In 1968 Mounds View levied $39,200.00 in Village taxes. <br />The new complex would produce school taxes of $333,200.00 per year. <br />Total taxes of over $466,000.00 per year. Estimated cost of educating <br />one student was $500.00 in 1966. Estimated cost of educating 109 <br />children fromtthe New Brighton survey would be $65,500.00, 1/5 of what <br />would be paid in school taxes. <br />Mr. Copeland also presented a letter from the Engineer stating the water <br />and sewer was available. Mr. Copeland then mentioned the savings on <br />billings and streets by constructing multiple dwellings versus single <br />family homes. Mr. Copeland stated that connection charges on sewer alone <br />would be over $136,000.00. The complex would produce approximately <br />$6,500.00 more in sales tax revenue. Financing is now available from <br />North American Life Insurance Company. Construction would like to be <br />started in the spring or early summer of 1969. <br />
