Mayor also read the Police Report for January and the B & E Report for the year. <br />Mayor Rustad, as Police Commissioner, recommended that effective March 1st <br />Patrolman Tim Smith be moved to juvenile investigating officer at no change <br />in his present salary. Officer John Kardell to Sergeant, his salary to be <br />increased from $650 a month to $675 per month thereafter effective January 1, <br />1970 sergeants salary would be increased to $50 per month above patrolmans. <br />Sergeant Duane Hagen promoted to Captain. His salary to remain the same at <br />$735 per month. Permanent salary for captain will be $35 above sergeant in <br />1970. The above officers would be on a six month probation period before <br />ratings would become permanent. <br />MSP (Rustad /Johnson) To approve the above promotions effective March 1, 1969. 5 Ayes <br />MSP (Rustad /Johnson) To appoint Perry Malvin acting Mayor for 1969. 5 Ayes <br />Clerk- Administrator Zylla's Report <br />MSP (Blanchard /Hodges) To approve the attendance of Clerk Zylla with all fees <br />for a conference for Municipal Clerks Finance Officers March llth and 12th at the <br />Pick - Nicollet Hotel, Minneapolis, Minnesota. The conference is sponsored by the <br />League of Minnesota Municipalities. Registration fee is $25.00. <br />Clerk Zylla also announced that a legislative briefing conference will be held <br />February 27th at 10:00 A.M. at the Holiday Inn in St. Paul to explain legislation <br />at the current session and to permit municipal officials to discuss these measures <br />with their legislators at the capitol. This conference is also sponsored by the <br />League of Minnesota Municipalities. <br />Clerk Zylla read a letter which was recently sent to the NSSSD regarding the <br />possible drainage problems in the area of judical ditch #1 near the NSSSD <br />excavation. A reply was also read in which James Wolff Construction Company <br />was put on notice of his responsibility in maintaining the drainage and his <br />responsibility of any damages that occur because adequate drainage has not <br />been maintained. Utilities Superintendent Skiba commented that a man hole cover <br />has been removed from the sanitary sewer main in the area by unknown persons to <br />allow surface water drainage to empty into our sanitary sewer system. Councilman <br />Malvin commented on the need to have the area near the maintenance building <br />cleaned of the NSSSD's contractors equipment upon completion of the job. <br />MSP (Blanchard /Johnson) To confiscate meter deposits to cover delinquent <br />bills for 1968. Total billing for 1968 was $120,364.55. The total bills <br />uncollectable $831.49 to which meter deposits of $736.09 are applied, <br />leaving a final balance uncollectable of $95.40 or .08% of the total billing. <br />MSP (Johnson /Hodges) To approve General Contracting licenses for Sinco <br />Construction, Inc. and Husnik and Johnson. <br />MSP (Johnson /Malvin) To approve the bills as follows: General - Ck #s 3054- <br />3095, Payroll Ck #s 681 - 706 and Bond - Ck# 472. <br />MSP (Rustad /Johnson) To approve Resolution #429 Division #39791 , an <br />apportionment of assessments due to a street dedication of 33 feet on Parcel <br />#59- 0080 - 050 -29.
