- 3 - <br />Application for a special use permit for a gas station is made on the following <br />described property: <br />That part of the Southwest 1/4 of the Southeast 1/4 of Section 8, Township 30, <br />Range 23, lying Northeasterly of T.H. 10 -62; subject to Highway. <br />Perry Copeland, attorney, presented petitioners request. Erwin Engler, <br />architect, William Beim and Russell Underdahl, owners were present in the <br />audience. <br />A map of the metro area of regional sized shopping centers was presented. <br />The area was originally planned as a regional center but by looking at the <br />map one can see that the area is not feasible for a regional center any longer. <br />There is a total of 55 acres. 6.4 acres is now R3 with the remainder of <br />48.6 acres zoned as B3. <br />The proposal is to zone 12.22 acres B3, 38.19 acres R3 and 1.16 acres for <br />streets. <br />Shopping Center: 100,000 square feet - grocery, drug, hardware stores, et al. <br />This would create 48 jobs with an annual payroll of $300,000 <br />and $10,000,000 in annual retail sales. The cost of the <br />shopping center would be $1,500,000 not including land. <br />Apartments: <br />800 units maximum. <br />Each unit - 1 1/2 car parking with garages, indoor and outdoor <br />swimming pools - supervised, garbage incinerated, saunas, <br />tennis courts, barbecue, schuffle board and supervised nursery <br />if demanded. Average cost per unit is $10,000 with total cost <br />of apartment buildings $8,000,000 not including land. <br />People: 1,840 people with 128 school age children, 360 preschool <br />children and 1,344 adults. <br />Total cost of the project $10,000,000. $3.5 million full and true dollars, <br />$1.4 million of assessed value. $32,200 in taxes just for the village using <br />the current mill rate. Sales tax would bring $7,257 additional. <br />School Taxes: <br />The cost to educate one pupil unit in grade school is $600 <br />per year (District #621), one pupil unit in high school is <br />$900 per year. The cost to educate students in apartment <br />complex would be $76,800. Taxes to the school district <br />would be $333,200 per year. Actual school benefit would be <br />over a quarter million dollars in taxes. <br />Mr. Copeland presented a letter from Comstock and Davis which read adequate <br />sewer and water are available to serve the proposed improvement. Taxes will <br />far exceed cost of municipal services for this complex stated Mr. Copeland. <br />Presentation over at 8:50 P.M. <br />
