PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />April 21, 1969 <br />A Special Meeting of the Mounds View Village Council was called to order by <br />Mayor Rustad at 7:00 P.M. on Monday, April 21, 1969, at the Village Hall, 2401 <br />Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Rustad <br />Councilman Malvin <br />Councilman Johnson <br />Councilman Hodges <br />Councilman Blanchard <br />Also Present: <br />Clerk- Administrator Zylla <br />Engineer Boehm <br />Clerk Zylla read the legal notice and attested to its publication in the New <br />Brighton Bulletin March 27th and April 3rd. Notices were sent to approximately <br />15 property owners. Legal description as follows: A proposed new street, midway <br />between Woodlawn Drive and Edgewood Drive from Hillview Road to County Road I. <br />Project 1969 -3. <br />Total estimated cost $61,150.00. <br />Engineer Boehm gave the following information: <br />Sanitary Sewer $6.06 per lateral foot <br />Water $5.30 per lateral foot Sanitary sewer to be assessed @ 75% of <br />Street & Drain. $9.75 per lateral foot cost, 25% paid from bond tax levy and <br />Services $140.00 Sewer revenue. <br />Services $120.00 Water <br />A. Spitzer, 7889 Woodlawn, asked what is street width? Thirty foot blacktop. <br />Sixty foot right -of -way. Mr. Spitzer opposed, would like to keep lots as they <br />are. <br />James Lund, 7709 Woodlawn Drive, spoke for the improvement. Eventually land <br />will be developed. Land won't lay there. Will put $25- 30,000 homes in that <br />area. A plat was previously approved allowing for back lots. <br />Edna Visger, 7815 Woodlawn, against, nothing wrong with big lots. Assessments <br />too high also. <br />Robert Petricka, 7886 Woodlawn, will there be multiple dwellings ever in that <br />area? Mayor Rustad said can't say for future but remote chance this Council <br />would deny. Anyone that borders be assessed? Yes. Mr. Petricka not affected <br />by improvement. <br />Mr. Markgraf, 7820 Woodlawn, who does own it? We wanted big lots. Taxes too <br />high now. Mr. Markgraf not affected by this improvement however. <br />Mr. Spitzer, who pays for easement? Village, if property is condemned. <br />E. Visger, ever an east -west street proposed? Rather unlikely. <br />No buildings in the way for this project said J. Lund. <br />
