2 <br />Clerk - Administrator Zylla's Report <br />MSP (Johnson /Malvin) To approve the licenses listed on the agenda with the <br />stipulation that the Polar Bear Ice Cream licensee be checked to see that he <br />has an adequate certificate of insurance on file. The licenses listed on the <br />agenda are as folbws: Asphalt - Gile & Nelson Construction Company; General <br />Contractors - Arvid Birkeland, Sinco Construction, Inc.; Sewer and Water - <br />Jarson's Service Company, Kadlec Excavating, Randall Brothers; Heating - <br />Mill City Heating and Air Conditioning Company, Rivard Heating Company, Inc., <br />Harrington & Son Heating Company, Neil and Hubbard Heating and Air Conditioning <br />Company; L. P. Gas Supplier - Northern Propane Gas Company. <br />MSP (Rustad /Blanchard) Denying a peddler's license to Home Reader Service of <br />the Twin Cities. The Better Business Bureau had informed the office that there <br />have been many complaints of oral misrepresentation and delayed delivery regarding <br />their magazine salesmen. The Mounds View Police have also had complaints. <br />4 Ayes <br />4 Ayes <br />MSP (Johnson /Malvin) To approve the bills: General - #3373 -3404, Bond - #478 -479, <br />Payroll - #947 - 966. General check #3373 which is not listed, a $4,000.00 disbursement <br />to Lakeside Park, was made in June. The total disbursements to be approved <br />$71,592.05. 4 Ayes <br />MSP (Rustad /Johnson) To approve Resolution #441 apportioning the assessments <br />on Division #40261 known as Daileys Red Oak Terrace. <br />4 Ayes <br />MSP (Blanchard /Malvin) To approve Resolution #442 apportioning the assessments <br />on Lot 83 Spring Lake Park Knolls Addition. 4 Ayes <br />MSP (Malvin /Johnson) To approve Resolution #443 adopting the additional <br />assessments for Lot 83 Spring Lake Park Knolls Addition. Owners agreement <br />to be assessed was signed in March of 69. <br />Clerk Zylla announced that a law was passed in the 1969 legislative session <br />which enabled people who owned dwellings in excess of 20 years old to defer <br />therfirst $2,000.00 in assessors full and true worth of improvements, enabling <br />people to improve the older residential properties. Under the existing law <br />which will expire on July 1, 1971 33% of the value of the improvement shall <br />be considered at the end of two years, 337 of the value to be considered at <br />the end of four years and the remaining 33% to be considered after six years. <br />Councilman Malvin's Report <br />MSP (Malvin /Johnson) To hire Maxine Neumann at full time effective September 1, <br />1969 and to increase her present salary from $2.15 per hour to $2.40 per hour. <br />Councilman Johnson's Report <br />MSP (Johnson /Rustad) To authorize the attorney to prepare a resolution <br />petitioning NSSSD to cease and desist construction and to pay all monies <br />paid by Mounds View into the District. <br />Councilman Blanchard's Report <br />Councilman Blanchard stated that he had received a request from a Mrs. Erickson <br />on the corner of Spring Lake Road and Ardan requesting that Ardan Avenue between <br />Spring Lake Road and Groveland Road be oiled. <br />MSP (Blanchard /Johnson) To deny the request to have Ardan Avenue oiled.
