- 3 - <br />Engineer Boehm's Report <br />Ramsey County still has not released a check totaling approximately $13,000 <br />for surface drainage cost sharing payable to Mounds View reported Engineer <br />Boehm. In addition, the escrow money held by Ramsey County in the Chies Bros. <br />case will not be released yet, and now has been referred to the County Attorney. <br />5 minute recess. <br />Mayor Rustad called a rezoning hearing to order at 8:30 p.m. Clerk Zylla read <br />the legal notice and attested to its publication in the New Brighton Bulletin <br />October 16th and 23rd. Lots 8 and 9, Spring Lake Park Knolls Addition. To <br />rezone from B3 (commercial) to R3 (multiple dwelling). <br />James Casserly, attorney representing Dahlmeire Construction, presented the <br />petitioners request. Developer wishes to construct two 23 unit apartment <br />buildings, 24 garages and 57 open parking spaces are to be included in the <br />plan. Construction to include 24 two bedroom units at 949 square feet and <br />22 one bedroom units at 677 square feet. Mr. Casserly pointed out that Silver <br />Lake Road and County Road I were well traveled county roads. He also estimated <br />the market value of the complex at between $450 - $500,000. The proposal also <br />included the dedication of 17,160 square feet for a Village well. Mr. Casserly <br />pointed out that he believed three points were relevant. 1) access to highways <br />2) tax base and 3) quality of rentals. He felt the project would be an asset <br />to Mounds View. <br />Mayor Rustad called for comments from the audience. John Robertus, 2055 County <br />Road H, questioned traffic patterns, esthetic qualities of the buildings, and <br />reputation of the builders. Said Silver Lake Road a speedway and other apart- <br />ments look like Army barracks. <br />Gary Reinecke, 7373 Knollwood Drive, mentioned the high crime rate applicable <br />to certain apartments in New Brighton. <br />John Krawczyk, 5128 Eastwood Road, asked about the Mounds View apartment study <br />and what effects it has had on Council policy. Mayor Rustad explained that <br />time limitations had limited the scope of the study but that the Council had <br />considered it worthwhile. <br />Charles Jaeger, 1955 Bronson Drive, submitted a petition of 262 names against <br />the proposal. He also read excerpts of the Apartment Study Report. A second <br />petition of 213 names to have the land acquired for a park was also presented. <br />Wayne Burmeister, 7565 Knollwood Drive, stated all land surrounding is residential <br />except the R -2 across the street which will someday serve as a buffer. <br />Roger Schroeder, 7729 Groveland Road, wanted to know if all access was on Silver <br />Lake Road. Answer was yes. <br />Mr. Sjodin, 1975 Bronson Drive, asked about a buffer zone. <br />Gerald Johnson, 5140 Greenwood Drive, asked if we had a Planning Commission. <br />Stated if these people are responsible they would screen out these requests. <br />Russell Pahl, 7940 Greenfield, stated he was opposed to the shanty towns the <br />Council was creating. <br />Mayor Rustad closed the hearing at 9:05 p.m. <br />
