- 3 - <br />Mayor Rustad called the rezoning hearing to order at 8:30 P.M. <br />Clerk - Administrator Zylla read the legal notice and attested to its publication <br />in the New Brighton Bulletin October 30th and November 6th. Notices were sent <br />to 20 persons. Legal description - Lots 5 through 23, Block 3, Greenfield <br />Plat #2. Rezoning request is from R1 to B3. Mr. Ernest Gustafson, petitioner, <br />showed the Council and the audience a couple of drawings which showed the <br />proposed development of the area. Mr. Gustafson stated that he had planned <br />for a smorgosbord restaurant and that he was negotiating with Red Owl and <br />Snyder Drag and that miscellaneous shops would also be included. <br />Mrs. Lewanowicz, 7630 Greenfield Avenue, was opposed because of the traffic, <br />the additional people and the noise the development would make. <br />Mr. Arthur Olmstead, Sr., 8042 Sunnyside, asked about the tree screening in <br />the back of the development. <br />Otto Jeffries, 7628 Greenfield, was also opposed. He stated the project was <br />against the intended purpose of the zoning laws. There was no logical <br />development and that it does not protect the residential home owner. He <br />also stated that more ideal tracts exist in the Village, particularly on <br />Highway #10. Mr. Jeffries also added that Edgewood was not even a through <br />street and that he seriously doubted that the center could be successful. <br />He cited the size of the property as a limitation. <br />Gary Sward, 7644 Greenfield, stated that he was building a new home and that <br />he felt that this would cause his home to loose value. <br />Dick Mosman, 7656 Greenfield, asked about the kind of shops. Mr. Mosman <br />discussed reputation of developers, franchise in general. He stated that the <br />idea was not bad if you could guarantee the success of the project, but at <br />the present time he opposes it. <br />Mayor asked for other objectors. <br />Mr. Jeffries asked Mr. Gustafson why the Council should favor him over the <br />residential objectors in the audience. Mayor Rustad ruled this question out <br />of order and stated that the Council was impersonal. <br />Howard Neisen, 5150 Irondale Road, inquired into the process of the Pinecrest <br />Properties shopping center. He stated that he wants to see business but he <br />also believes in a strong zoning ordinance. <br />James Nerdahl stated that he had a neutral view of the project but that he <br />thought that the developer should provide information on taxes. Mr. Gustafson <br />explained that in his estimation after talking with the assessors office the <br />project would probably be taxed around $22,000 annually. He also stated that <br />eventually Edgewood would be a through street. <br />Mayor Rustad closed the hearing at 9:00 P.M. <br />Councilman Malvin stated that the Council was not a body which did favors in <br />answer to Mr. Jeffries previous remark but rather that they were an unbiased <br />impartial body who acted in the best interest of the community. <br />
