PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />DECEMBER 8, 1969 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Rustad at 8:02 P.M. on Monday, December 8, 1969, at the Village Hall, <br />2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Rustad <br />Councilman Malvin <br />Councilman Hodges <br />Councilman Blanchard <br />Absent: <br />Councilman Johnson <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Rustad /Blanchard) To approve the minutes of November 4, 1969. <br />3 Ayes <br />Malvin Abstained <br />Howard Neisen, Councilman elect, President of the Mounds View Jaycees, stated <br />that he would like to present the village with one of the Jaycee's wreaths. <br />Mayor Rustad accepted and thanked the Jaycees. <br />Edward Dropps and Robert Carlson of White Oak Builders showed the Council a <br />residential development plan of 18 lots which included a lake of approximately <br />five acres in an area bounded by Woodcrest, Long Lake Road, Irondale Road and <br />Ridge Lane. The proposed lake would cost $30,000 to $35,000 and would be <br />approximately eight feet deep. Mr. Dropps showed some development plans which <br />have already been requested around the lake. The Council in general thought <br />that this proposal was a good idea and Mr. Dropps was referred to the Planning <br />Commission. <br />Mayor Rustad's Report <br />Mayor Rustad read the Police Report for November. <br />Mayor Rustad also read the letter of resignation from Councilman Richard <br />Johnson. <br />MSP (Blanchard /Malvin) To accept with regret the resignation of Richard <br />Johnson. <br />Clerk- Administrator Zylla's Report <br />MSP (Blanchard /Hodges) To approve the following licenses: Heating - Ideal <br />Sheet Metal, Inc.; Sewer and Water - LeRoy Bearl Excavating; General <br />Contractor - Kootenia Builders, Inc.; Used Car Sales - Bill & Ed's Auto; <br />Gasoline - Robert Anderson, Ambrose DeGross, Ronald Seeger & Daniel Reed, <br />Thomas E. Olson, Robert V. Cheney, Lary L. Ludford; Cigarette - Ambrose <br />DeGross, Daniel Reed, Thomas E. Olson, Robert V. Cheney, Lary L. Ludford, <br />Simon T. Simon, Gordon Fedor, Robert H. & Rita M. Waste, James N. Elder,Sr., <br />E.L. Ramacher, Ervin Herbst, Robert & Gerald Waste, Anthony Donatelle; <br />Non - Intoxicating Off -Sale Liquor - Simon T. Simon, Gordon Fedor, Robert H. <br />& Rita M. Waste, Howard Isaacson, Ervin Herbst; Non - Intoxicating On -Sale <br />Liquor - E.L.
