Mayor Rustad made the following appointments: Lakeside Park - Hodges as the <br />new Council representative, to the Planning Commission - Ben Falk. The Mayor <br />expressed his desire not to have a Council representative on the Planning <br />Commission, so that the thinking of the Planning Commission would not be <br />influenced. Mrs. William Lampa, 5119 Red Oak Drive to the Human Rights <br />Commission. The Mayor expressed his desire to see the other vacancies filled <br />by a young person. Finance Committee - Edberg, Rustad and Zylla. The <br />responsibility for the office - Rustad. Police Commissioner - Malvin. <br />Civil Service Commissioners remains the same with Mr. Uber as chairman. <br />Road, Street, Gas, Lighting Committee - Blanchard, Water and Sewer - Neisen, <br />Rustad and Malvin. Councilman Blanchard to remain liason officer for the 49'ers. <br />Welfare Committee - Rustad, Blanchard and Malvin. <br />MSP (Rustad /Malvin) To approve Resolution #472 appointing Councilman Blanchard <br />the Mounds View representative to the North Suburban Sanitary Sewer District. <br />Mayor Rustad also noted that there were some appointments made at the special <br />meeting of January 5th. They were Councilman Malvin - Acting Mayor, First <br />State Bank of New Brighton - depository, New Brighton Bulletin the official <br />paper. <br />5 Ayes <br />MSP (Rustad /Malvin) To approve the appointment of Dr. Sartor as Health Officer, <br />Charles Jackson - Civil Defense and Robert Edmond as Electrical Inspector. 5 Ayes <br />Mayor Rustad also announced that the naming of an industrial development committee <br />will be forthcoming. <br />MSP (Rustad /Malvin) To approve the following salary rates for 1970: Dorothy <br />Sandgren from $2.50 to $2.80 per hour, Marilyn Lidberg from $2.55 to $2.80 per <br />hour, Maxine Neumann from $2.40 to $2.70 per hour and Nora Adleman from $2.15 <br />to $2.40 per hour. <br />Mayor Rustad also noted that the remaining salaries were not yet set, but all <br />salaries would be retroactive to the first of the year. <br />Mayor Rustad briefly outlined the new pollution control act which outlawed burning <br />in the metropolitan area. He stated that at the present time we do not know what <br />will be coming but the Council has taken no action to outlaw burning and that in <br />general they are taking a wait and see attitude. <br />Rezoning hearing called to order at 8:30 P.M. by Mayor Rustad. <br />Clerk- Administrator Zylla read the legal notice and attested to its publication <br />in the New Brighton Bulletin January 1st and January 8th. Legal notices were <br />sent to approximately 31 dwellings. Property is subject to State Trunk Highway <br />10/62 over the Northeasterly 25 feet of Lot 52 Auditors Subdivision #89. Request <br />is to rezone from R1 to R3. <br />A petitioner, Walter Harvey, spoke briefly stating that he has the chance to sell <br />the property if it is rezoned to multiple dwelling. That the property to the West <br />was recently zoned multiple dwelling and that he believed that it is the same <br />owner which desires to purchase his property to expand the multiple dwelling <br />development. <br />5 Ayes <br />
