Page 2 <br />MSP (Neisen /Malvin) To grant a special use permit to Ed Wages for Local 1145 <br />to park a mobile home next to the Bel -Rae Ballroom for 90 days providing there <br />is no intoxicating beverages of any kind inside the trailer, no drinking around <br />the trailer, and no disturbance of the peace at any time. 4 Ayes <br />MSP (Hodges /Neisen) To confiscate meter deposits totaling $313.58 to cover <br />uncollectible bills of $333.94 during 1969. 4 Ayes <br />Total uncollectible receipts were $20,36 from a total billing of over $157,000.00. <br />Clerk- Administrator Zylia acknowledged the receipt of a letter from Vincent Dahle <br />together with an application for a special permit to build a new Spring Lake Park <br />Lutheran Church. Council felt it should be referred to the Planning Commission. <br />Councilman Hodges' Report <br />MSP (Hodges /Blanchard) To authorize the use of the Civil Defense truck for the <br />Winter Carnival activities at Lake Phalen January 31st and February 1st and for <br />the Torchlight Parade February 7th. <br />Councilman Blanchard's Report <br />Councilman Blanchard announced that there was a special meeting of the NSSSD <br />January 27th to consider the river crossing agreement, and award bids. <br />Councilman Neisen's Report <br />MSP (Neisen /Blanchard) To approve Resolution I475 raising the salaries of the <br />maintenance department from $628.00 to $708.00 per month plus $30.00 health and <br />life insurance benefits adjusted to January 1, 1970. The salary of Art Holm <br />to be $50.00 per month higher. <br />Inspector Skiba asked about granting Skelly Oil, 2190 Highway #10, permission <br />to construct a high rise sign. Council said no action would be taken until the <br />property was cleaned up. <br />Attorney Meyers' Report <br />MSP (Blanchard /Hodges) To approve Ordinance #172 adopting the Minnesota <br />Plumbing Code and repealing all former ordinances or parts thereof - conflicting <br />or inconsistent with the provisions of said code. <br />Attorney Meyers stated, regarding the Young Socialist Alliance, that the Village <br />Council has no authority to regulate the University Board of Regents and there <br />are no legal steps the Council can take. <br />Engineer Boehm's Report <br />Engineer Boehm stated that he has met with Mr. Schaffer the New Brighton Village <br />Manager and agreement has been reached on eliminating the water metering station <br />between New Brighton and Mounds View. <br />MSP (Neisen /Blanchard) To approve the agreement between Mounds View and New <br />Brighton regarding the water interconnection and to authorize the Acting Mayor <br />and Clerk to enter into the agreement. <br />4 Ayes <br />4 " �s <br />4 Ayes <br />4 Ayes <br />
