PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />February 23, 1970 <br />The Regular Meeting of the Mounds View Village Council was called to order by Acting <br />Mayor Malvin at 8:00 P.M. on Monday, February 23, 1970, at the Village Hall, 2401 <br />Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Acting Mayor Malvin <br />Councilman Hodges <br />Councilman Blanchard <br />Councilman Neisen <br />Absent: <br />Mayor Rustad <br />Residents Requests and Comments <br />Also Present: <br />Clerk - Administrator Zylla <br />Attorney Schumacher <br />Engineer Boehm <br />William Beim of PBK investment Company requested the Council set a hearing to rezone <br />the 68 acres south of the Towns Edge Terrace Mobile Home Park, now known as the Mounds <br />View Industrial Park, to General Business with a special use permit to permit construc- <br />tion of a mobile home park. Mr. Beim stated that the land has been zoned for industry <br />for three years but the owners have been unable to attract sufficient interest. <br />Mr. Beim felt it was premature for industry at this time <br />Councilman Neisen stated that the State Industrial Commission felt that it was an <br />asset to have land zoned for industry, Councilman Neisen believed this land has good <br />highway access, rail facilities, and a good location. He requested the rest of the <br />Council postpone setting the hearing until after a representative from the State <br />speaks to the Industrial Development Committee April 6th. <br />MSP (Blanchard /Hodges) To set a hearing to rezone the present Mounds View Industrial <br />Park from I -1 to B -3 with a special use permit to build a mobile home park and <br />sell mobile homes on the East 200' for a period of two years, <br />4 Ayes <br />A resident asked where the new water tower is in comparison to the proposed mobile <br />home park. He asked that previously didn't the Engineer say the tower would draw <br />industry? Engineer Boehm explained the location of the tower and stated that he <br />felt it would be attractive to industry but would not necessarily draw industry. <br />Councilman Blanchard's Report <br />Councilman Blanchard read the Planning Commission minutes of February 17th. There <br />was no quorum present. <br />Acting Mayor Malvin's Report <br />MSP (Neisen /Hodges) To double the service of the B & E Patrol from February <br />21st to March 21st. 4'Ayes <br />Clerk Administrator Zylla's Report <br />
