PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />March 23, 1970 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Rustad at 8:00 P.M. on Monday, March 23, 1970, at the Village Hall, <br />2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Rustad <br />Councilman Hodges <br />Councilman Blanchard <br />Councilman Neisen <br />Absent: <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />Councilman Malvin <br />MSP (Blanchard /Hodges) To approve the minutes of March 9th, 1970. <br />MSP (Neisen /Hodges) To approve the minutes of March 16th, 1970. <br />Residents Requests and Comments <br />4 Ayes <br />4 Ayes <br />MSP (Blanchard /Neisen) To grant a 90 day special use permit to Roger Neilson, <br />2233 Knoll Drive to operate a recreation center at 2284 County Road I as long <br />as strict supervision is enforced. 4 Ayes <br />Mr. Neilson is to appear before the Council July 13th to seek possible renewal. <br />Some discussion followed on defining strict supervision and parental control <br />Some resident complaints about mini -bikes were referred to the police. <br />Ed Dropps and Tom Swanson of White Oak Estates appeared to seek approval of <br />White Oak Estates Second Addition. Under consideration was the man -made lake <br />and the maintenance agreement. Attorney Meyers explained that if the agreement <br />is filed and under present statutes we could enforce liens on the surrounding <br />property. <br />MSP (Blanchard /Hodges) To approve the plat White Oak Estates Second Addition <br />and authorize the Clerk to sign it providing the agreement on the lake is <br />approved by Attorney Meyers. 4 Ayes <br />A resident asked what residents can do to help the Village in the Red Oak <br />Estates et al versus Mounds View lawsuit. Attorney Meyers explained Mounds <br />View's answer and stated he may need some residents to testify. Residents <br />can also retain counsel if they wish. <br />Mrs. Neilsen thanked the Council for the use of the hall for the Mrs. Jaycees <br />and stated they would be buying some new playground equipment this summer. <br />
