PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />APRIL 13, 1970 <br />The Regular Meeting of the Mounds View Village Council was called to order <br />by Mayor. Rustad at 8:00 P.M. on Monday, April 13, 1970, at the Village Hall, <br />2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Rustad <br />Councilman Hodges <br />Councilman Blanchard <br />Councilman Neisen <br />Absent: <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />Councilman Malvin <br />MSP (Blanchard /Hodges) To approve the minutes of March 23rd, 1970. <br />MSP (Neisen /Blanchard) To approve the minutes of March 31st, 1970. <br />Residents Requests and Comments <br />Robert Glazer, 2375 Hillview Road, requested a buffer on the South of the <br />race track. Mayor Rustad stated that he felt new STH 10 would serve as an <br />adequate buffer. <br />Mayor Rustad's Report <br />4 Ayes <br />4 Ayes <br />MSP (Rustad /Hodges) To send three members of the Human Rights Commission to <br />a Human Rights Conference at the St. Paul Hilton Hotel on April 17th and 18th, <br />and to pay the registration fee of $20.00 each. 4 Ayes <br />Mayor Rustad acknowledged a thank you from Walter Skiba, the Mounds View <br />Tireless Tops, and Lee Parson. He also informed the Council of the opening <br />of the Arden Hills Branch of the Ramsey County Library April 19th. <br />Mayor Rustad read the police report for March. <br />Referred to Richard Meyers was information requested regarding enactment of <br />a flood plain ordinance as per the 1969 legislature. <br />Mayor Rustad proclaimed April 19th - 25th "Environmental Awareness Week" and <br />encouraged everyone to attend an environmental teach -in. <br />MSP (Rustad /Hodges) To approve the preliminary plat of East Oaks Addition <br />located between Red Oak and Eastwood North of Ardan subject to the dedication <br />of a 60 foot road right -of -way between Red Oak and Eastwood. <br />A representative of John Miller and Arthur Schnuerle requested that the Council <br />set a hearing April 27th to consider their application for a mobile home park <br />West of the race track (Watson Construction Property). <br />MSP (Blanchard /Hodges) To set a hearing for John Miller and Arthur Schnuerle <br />to rezone all the property lying North and East of new STH 10: The NZ of Nz <br />of NWT of Sec. 5 and SZ of NZ of NW4 of Sec. 5 from R1, B2 and I -1 to B3 with <br />a special use permit for a mobile home park. <br />4 Ayes <br />4 Ayes <br />
