PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />APRIL 27, 1970 <br />The Regular Meeting of the Mounds View Village Council was called to order <br />by Mayor Rustad at 8:02 P.M. on Monday, April 27, 1970, at the Village Hall, <br />2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Rustad <br />Councilman Malvin <br />Councilman Hodges <br />Councilman Blanchard <br />Councilman Neisen <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Blanchard /Hodges) To approve the minutes of April 13th, 1970. 4 Ayes <br />Malvin Abstained <br />Residents Requests and Comments <br />Ed Dropps, Vern Sinderson and Arnold Aker requested the Council to consider <br />repealing a portion of Ordinance 174 dealing with the requirement that all <br />new single family homes constructed have built in smoke and heat detectors <br />as a fire safety factor. The builders contended that it would cost between <br />$450 and $550 per home which would make the cost of building a home in Mounds <br />View prohibitive and non - competitive with neighboring communities. In addition <br />they argued that the alarms were non - esthetic and that there was no way to <br />insure that the single family home owner once it was installed would maintain <br />the system in operating condition. There followed a general discussion on <br />the need for pressurized stand pipes in apartment buildings which resulted <br />in any Council action being tabled until the Fire Chief and the building <br />contractors come up with a suitable solution. <br />A resident inquired as to whether the contractor working on the water main <br />extension on County Road J was going to black dirt and seed the boulevard. <br />Engineer Boehm stated that the contract was not finaled out but that <br />unfortunately the strike has delayed any restoration work in the area. <br />Robert Glazer, resident, inquired as to the status of the industrial profile. <br />Councilman Neisen stated that it was being printed now and that the Industrial <br />Development Committee will be meeting with the owners shortly. Mr. Glazer <br />also inquired as to the soil composition near County Road J and Ardan. <br />Engineer Boehm stated that all he is aware of is that the highway department <br />right -of -way has approximately two to six feet of peat. Mr. Glazer requested <br />information on detailed plans for the proposed mobile home park, hearing to <br />be conducted May llth. <br />Newell Chester, insurance agent, requested the Council give consideration to <br />substituting himself as the agent of record for the Grum and Forester Spring <br />Lake Park Agency bid on the total Village insurance which was let that <br />afternoon. Mr. Chester had submitted a bid for Travelers Insurance Company <br />and was the apparent high bidder. He stated that he had tried to obtain a <br />quote from Grum and Forester but they had already been bound by Spring <br />Lake Park Agency. Mr. Chester felt that he could provide better service <br />to the account than anyone else. Clerk- Administrator Zylla gave the <br />Council some background on how the insurance specifications were arrived <br />at, who the bidders were and what the premium costs totalled. <br />
