-2- <br />MSP (Malvin /Rustad) To approve WS- MINN -45 check #037 in the amount of $68,869.50 <br />purchasing $70,000 of treasury Dills with HUD grant money and check #038 transferring <br />$255.59 to the Sewer Bond fund. 5 Ayes <br />MSP (Hodges /Neisen) To approve the list of Election Judges for 1970.(attached) 5 Ayes <br />MSP (Rustad /Malvin) To adopt Resolution #499 apportioning the assessments on <br />except S 100 feet of Lot 13 Spring Lake Park Knolls Addition, Division #42007. 5 Ayes <br />MSP (Rustad /Hodges) To adopt Resolution #500 apportioning the assessments <br />for East Oak Addition, Division #41995. 5 Ayes <br />Councilman Malvin's Report <br />Councilman Malvin reported on the mail thefts in some Mounds View apartments and <br />the police action which led to the apprehension of the individual, and the <br />subsequent favorable comments of the postal inspector. <br />Councilman Neisen's Report <br />Councilman Neisen reported that about 90% of the streets have been sealed with <br />crack filler. In addition the repair of the Pinewood drainage culvert is almost <br />complete. <br />MSP (Neisen /Rustad) To promote James Schlichtmann to street and sewer foreman <br />effective August 10th on a probationary period until December 31st at an increase <br />in salary of $50.00 per month. <br />Attorney Meyers' Report <br />5 Ayes <br />MSP (Blanchard /Malvin) To adopt Ordinance #178 amending Ordinance #124 adopting <br />the 1970 edition of the Fire Prevention Code. 5 Ayes <br />Attorney Meyers presented for Council study an ordinance regulating by licensing <br />resthomes, sanitoriums et al. <br />Specifications for blacktop driveways are being prepared. <br />Engineer Boehm's Report <br />Engineer Boehm reported that HUD representative Robert Greiling was out to review <br />the HUD project last Thursday. <br />Engineer Boehm also commented that the repair of Well #2 is complete. <br />MSP (Blanchard /Rustad) To concur with the engineers recommendations and declare <br />an emergency to repair Well #1 employing Tri -State Well Drilling if their prices <br />are reasonable. <br />It has been found that about 200 feet will have to be bailed, and the impeller <br />repaired, Tri -State pulled the casing last week to inspect the well at which <br />time the damage was noticed. A discussion of probable cause followed which <br />suggested the possible liability of the Well #4 contractor due to blasting. <br />Attorney Meyers suggested the final bills be gathered and sent to Mueller Bros. <br />5 Ayes <br />
