PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />November 23, 1970 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Rustad at 8:00 P.M. on Monday, November 23, 1970, at the Village Hall, <br />2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Rustad <br />Councilman Malvin <br />Councilman Hodges <br />Councilman Blanchard <br />Councilman Neisen <br />Also Present: <br />Clerk - Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Malvin /Blanchard) To approve the minutes of November 9, 1970. 5 Ayes <br />Residents Requests and Comments from the floor <br />Ole Bacon, 2265 Highway #10, requested permission to sell Christman trees on <br />his lot. <br />MSP (Malvin /Blanchard) To grant permission to Ole Bacon to sell Christmas <br />trees on his lot at 2265 Highway #10. <br />Carol Baumgartner, 7585 Knollwood Drive, requested that procedures in the <br />enforcement of the building codes be strictly enforced for the protection of <br />the citizens. A statement was presented to the Council which placed emphasis <br />on the issuance of certificates of completion and made recommendations on the <br />building inspector duties. <br />Robert Glazer, 2375 Hillview Road, regte sted the Council vote on the golf course <br />proposal presented at a hearing on November 16th. Mr. Glazer felt it needed the <br />support of the whole Council to pass on a referendum. <br />Mayor Rustad stated that he would support the proposal to a referendum. <br />Councilman Malvin felt it was up to Mr. Johnson, the newly elected Councilman, <br />to present his views of the proposal and either support it or not. <br />Councilman Hodges felt that it was up to the people, but that as aid individual <br />it seemed too costly. He felt Mounds View is not ready for a golf course yet. <br />Councilman Blanchard said he was opposed because it was too much money. <br />Councilman Neisen stated the greenery was needed, that he would support the <br />proposal but he also felt the course needed better access. <br />Mr. Glazer felt that he did not have enough support for a referendum and that <br />it would be an "exercise in futility" to continue. <br />Councilman Neisen thought neighborhood gatherings might be the way to revive <br />support, <br />Mayor Rustad's Report <br />Mayor Rustad read the Planning Commission minutes of November 17, 1970. <br />MSP (Malvin /Hodges) To approve the subdivision request for Raymond Doyle to <br />divide Lot 46 Spring Lake Park Hillview into the N 1/2 and S 1/2 subject to the <br />payment of fees. <br />5 Ayes <br />5 Ayes <br />
