PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />January 25, 1971 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Acting Mayor Blanchard at 8:00 P.M. on Monday, January 25, 1971, at the Village <br />Hall, 2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Acting Mayor Blanchard <br />Councilman Hodges <br />Councilman Neisen <br />Councilman Johnson <br />Absent: <br />Mayor Rustad <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Hodges, Neisen) To approve the minutes of January 11, 1971 correcting <br />paragraph 2 of Residents Requests to "many persons are uninformed..." 4 Ayes <br />Residents Requests and Comments from the floor <br />Roger Baumgartner inquired as to the whereabouts of the proposed amendment to the <br />building code requiring garages and increasing the minimum square footage per <br />dwelling. It was explained that data is still being gathered for a proposed change. <br />The dog problem in the Village was discussed with criticism leveled by various <br />citizens at the B and E Patrol for failure to answer calls. Dialogue centered <br />on licensing and impounding with conversation directed to consideration of a <br />leash law. Mr. Bona of B and E Patrol is to be invited to the next meeting. <br />Acting Mayor Blanchard's Report <br />Acting Mayor Blanchard read the Planning Commission minutes for December and <br />January. The December meeting had no business. <br />MSP (Hodges / Neisen) To approve the subdivision request for Donald Stafford, <br />8450 Eastwood Road, to purchase the South 12' of Ex S 2925' and Ex N 275' the <br />E 264' of W 1584' of NE 1/4 Sec. 6. <br />MSP (Neisen /Hodges) To approve the subdivision requests of Victor Loeffler, <br />builder, for Lot 10 Woodlawn Terrace into three lots of 90', 85' and 92' subject <br />to agreement to pay all additional assessments. Also to approve the subdivision <br />of Lot 1 Block 1 Greenfield Addition into three lots 105', 80' and 82' subject <br />to agreement to pay all additional assessments and subject to granting a 30' <br />highway easement on the E 30' thereof. <br />MSP (Neisen /Blanchard) To approve the subdivision request of Leo Bringewatt, <br />7981 Red Oak Drive, for Lot 116 Spring Lake Park Hillview into the N 85' and <br />S 80' thereof. <br />MSP (Blanchard /Hodges) To enter into a joint powers agreement to form the <br />North Suburban Sewer Service Board to represent our interests in sewage collection <br />and disposal in the North Suburban Service Area and to authorize the Mayor and <br />Clerk to execute the agreement. <br />4 Ayes <br />4 Ayes <br />4 Ayes <br />4 Ayes <br />
