PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />February 8, 1971 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Acting Mayor Blanchard at 8:00 P.M. on Monday, February 8, 1971, at the Village <br />Hall, 2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Acting Mayor Blanchard <br />Councilman Neisen <br />Councilman Johnson <br />Absent: <br />Mayor Rustad <br />Councilman Hodges <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Neisen /Johnson) To approve the minutes of January 25, 1971. 3 Ayes <br />Residents Requests and Comments from the floor <br />Nancy Burmeister, president of the Mounds View League of Woman Voters, appeared <br />to request Council consideration of a Village newsletter published monthly. She <br />presented information that there were 3,026 living units in the Village with only <br />650 - 700 units receiving the New Brighton Bulletin. She proposed a 3rd class <br />mailing at a cost of $.070 each piece. <br />Bulk Fee $30.00 <br />Permit 15.00 <br />$45.00 $.015 <br />Postage .038 <br />Printing .017 <br />$.070 <br />(on 3,000 pieces est.) <br />She informed the Council that the League would assist in the assembly of the <br />newsletter excluding the contents. Discussion followed on the desire of persons <br />to be informed and possible encroachment on the New Brighton Bulletin circulation. <br />Item was tabled until further study. <br />Donald Bona of the B and E Patrol appeared to answer questions from the Council <br />and interested residents on his service provided in Mounds View. Mr. Bona <br />presented statistics on 69 and 70 patroling (presently one hour per day) since <br />he started in 1956. He felt that the dog problem has increased 50% in the last <br />five years. <br />Certain citizens favored a leash law which Mr. Bona and the Council felt would <br />be ineffective and merely increase the bite cases in the Village. Mr. Bona <br />mentioned the methods of dog catching including citizen warnings and dog <br />impounding and disposal. It was decided to authorize Attorney Meyers to prepare <br />an amendment to the dog ordinance increasing impounding fees and pick up charges <br />in addition to requiring current rabiesshot certifications before dog licenses <br />are issued. Mr. Meyers is to check into a leash law also. <br />
