2 <br />Mayor Rustad called the second easement vacation hearing to order at 8:25 P.M. <br />Clerk- Administrator Zylla read the legal and attested to its publication in <br />the New Brighton Bulletin on April 1st and 8th, 1971. Legal description - <br />The N 4 1/2 feet of the S 12 1/2 feet of Lot 4, Block 1, East Oaks Addition <br />property known as 8267 Red Oak Drive. <br />No one for or against. <br />Mayor Rustad closed the hearing at 8:28 P.M. <br />MSP (Hodges /Blanchard) To adopt Resolution #518 vacating the easement as <br />per the legal notice. <br />Mayor Rustad called the hearing to consider amending the square footage <br />requirement of dwellings and requiring a garage to order at 8:30 P.M. <br />Clerk- Administrator Zylla read the legal notice and attested to its <br />publication in the New Brighton Bulletin April 1st and 8th, 1971. He <br />announced that individual letters were sent to 21 general contractors <br />informing them of the hearing. <br />Robert Glazer, 2375 Hillviei Road, requested the Council's views on the <br />proposed amendments. <br />Councilman Johnson stated that he would like to see the minimum size house <br />either 1,050, 1,060, or 1,070 square feet. He favored decreasing the side <br />yard set back on a garage side to 5 feet. He also wanted a double garage <br />(attached or detached) as a requirement. <br />Councilman Neisen favored a 1,050 square foot requirement with provision <br />for a garage at a later date. He stated that he hated to see people priced <br />out of the market. <br />Councilman Hodges stated he would like to see the area moved to between <br />1,008 and 1,040 but he was against garages. He felt the cost of a home <br />was high enough. <br />Councilman Blanchard agreed that a larger square footage was needed but was <br />against the garage requirement. He did favor an ordinance requiring <br />placement of the house for a garage at a later date. <br />Mayor Rustad felt that the two story house area should be larger also. He <br />stated that to increase the area on a one story over 1,008 would cause <br />considerably more expense. He favored making provision for a garage but <br />not requiring it. <br />Discussion on types of houses and taxation of split entry homes followed. <br />Councilman Neisen stated that 75% of the basement of a split entry house <br />is taxed as living area. <br />Larry Vossen of VoCo Construction felt a requirement of 1,050 on a one story <br />with 912 on a split entry was a good size. <br />Philip Fauchald, 8270 Red Oak Drive, believed the garage should not be <br />required but room should be allowed for it. <br />5 Ayes <br />
