PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />July 12, 1971 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Rustad at 8:00 P.M° on Monday, July 12, 1971, at the Village Hall, 2401 <br />Highway #10, St, Paul, Minnesota 551120 <br />Present: <br />Mayor Rustad <br />Councilman Blanchard <br />Councilman Hodges <br />Councilman Neisen <br />Councilman Johnson <br />Also Present: <br />Clerk- Administrator Zylla <br />Engineer Boehm <br />Absent: Attorney Meyers <br />MSP (Blanchard /Neisen) To approve the minutes of June 28, 1971. 4 Ayes <br />Rustad Abstained <br />Residents Requests and Comments from the floor <br />Budrick Teslow, 7932 Fairchild, appeared seeking relief from water damage, <br />claiming improper drainage exists by his home. The Village engineer investigated <br />and found that the fault is not with the Village. The Highway Department met with <br />Mr. Walter Skiba and found that the Village was to blame. Mr. Boehm was asked to <br />contact the Highway Department to coordinate their efforts. <br />Lyle Nelson, 2745 Sherwood Road, asked whether the Council had passed a resolution <br />opposing the 8, NSP rate increase. Clerk- Administrator Zylla explained the action <br />taken to date by the municipal officials and NSP stating a resolution at this point <br />in time would serve little purpose. <br />Jim Andrews, a representative of the proposed Youth Services Bureau, made a <br />presentation to the Council of their objectives. He stated their goal was the <br />mobilization of youth to find ways to reduce juvenile delinquency and crime. <br />Mr. Weber of the State Corrections Department was in attendance and stated <br />that his office was assisting in their endeavor. The project would involve <br />all of School District 621 with an initial total cost of from $12- $13,000. The <br />organization would be public non profit with the name Community One. A major <br />obstacle in organizing the Committee seems to be the legality of communities <br />supporting such an activity. <br />Mayor Rustad's Report <br />Mayor Rustad read the police report for June. <br />Clerk - Administrator Zylia's Report <br />MSP (Hodges /Johnson) To approve the following licenses: Asphalt - Balsiger <br />Contracting Co., Buck Blacktop, Lino Lakes Blacktop; Cement Work - Carroll <br />Buzzell Brick & Cement; Excavating - Stanway Excavating, Harry Koalska <br />Contracting Co.; Heating - Larson -Mac Co., Sassco, Inc., Standard Heating & <br />Air Cond. Co.; General Contractor - Metro Metals,Inc., Statewide Contractors, <br />Inc., Custom Pools Inc., Donco Builders, Inc., Dalberg Builders, Inc.; Sewer <br />and Water - Kadlec Excavating Inco; Sign and Billboard Erector - Naegele Outdoor <br />Advertising Co,, Inc.; and Transient Merchant - John L. Washburn. 5 Ayes <br />
