2 <br />MSP (Hodges /Blanchard) To approve the following checks Check #5429 consecutive <br />through 5478, Payroll check #'s 2262 consecutive through 2282, bond check #599. <br />Total disbursements $197,504.20. In addition, to approve general check #5477 <br />for $165,859.00 transferring money from the water utility, sewer utility and <br />project account to the bond redemption account to reimburse the bond account <br />for the levy reduction per Resolution #504 dated October 12th, 1970. Also to <br />approve check #600 totalling $925.00 transferring money from the 68 -3 bond fund <br />to the general account project fund to pay a portion of check number #5475. <br />Acting Mayor Blanchard called the assessment hearing for Sanitary Sewer, Water <br />and Drainage Project 1971 -1 and 1971 -la to order at 8:33 P.M. <br />Clerk - Administrator Zylla read the legal notice and attested to its publication <br />in the New Brighton Bulletin on August 26th and September 2nd, 1971. <br />An error was noted in the legal notice in the statement "every lot, piece and <br />parcel abutting on Spring View Lane ". <br />It is noted in the minutes that the following persons received legal notice in <br />which the estimated costs per foot were included: Random, Inc., White Oak <br />Builders, Keith Harstad, Anthony Holschuh, Spring Lake Park Lutheran Church, <br />Vern Sinierson, Gordon Aspenson, David Mueller, Charles Charrier and Howard <br />Thorson. <br />Engineer Boehm made the presentation on behalf of the Village. He stated that <br />the rate per front foot on sanitary sewer lateral was $7.75, water main lateral <br />$4.65, drainage lateral $6.95. He also stated that sanitary sewer services <br />were $157.50 each and water services were $145.50 each. He said that this <br />compared with an estimated cost at the improvement hearing of $9.00 per front <br />foot for sanitary sewer, $6.10 per front foot for water lateral, $230.00 each <br />for sanitary sewer and $210.00 each for water services. He stated that the <br />drainage installation was originally planned to be put in with the street <br />project but that since so much excavating had to be done it was decided to <br />include it with the sewer and water project. He did feel, however, that the <br />$12.40 estimate for street surfacing would be reduced by an aiaount as yet <br />undetermined because of a fact that the drainage was constructed in this project. <br />Ed Dropps of White Oak Builders questioned whether credit was given for the <br />previous sanitary sewer and water street assessment on Woodcrest Drive and on <br />Woodale Drive. Engineer Boehm explained that yes, they we and in addition, <br />abatements were granted because of the creation of the north -south streets. <br />Mr. Dropps inquired as to whether only the north side of Woodcrest and Woodale <br />was assessed for drainage? Mr. Boehm explained that yes under this assessment <br />only the north side is. He stated that this assessment is not a storm sewer, <br />it is only a drainage assessment which is necessary because of the construction <br />of blacktop streets in the area. He felt that the people on the south side in <br />effect had paid this assessment when they were assessed for sanitary sewer when <br />their street was constructed. <br />Acting Mayor Blanchard asked if the drainage would have been built if the <br />project had not been started. Engineer Boehm stated that in his opinion <br />no it would not have been. <br />
