MSP (Neisen /Rustad) To set a hearing for Keith Harstad to consider rezoning <br />from R -1 to B -3 and to consider a special use permit to consturct town houses <br />on the property described as follows: Unplatted lands except Red Oak Estates <br />the following: The north 3/4 of the northeast 1/4 of the southeast 1/4 and <br />the north 3/4 of the east 1/4 of the northwest 1/4 of the southeast 1/4 in <br />Section 7. The east 410 feet from R -1 to B -3 and except the east 410 feet <br />and except the west 790 feet special use permit for town houses. Hearing <br />to be at 8 :30 P.M. on January 24th, 1972. <br />Council discussed submittidg a preliminary form #101 application for storm <br />sewer assistance. Since the Village is not prepared to enter into a storm <br />sewer improvement even though Federal assistance may be granted, the Council <br />decided tabling the application. <br />MSP (Neisen /Blanchard) To table the application Form #101 for storm sewer <br />assistance. <br />Inspector Skiba reported that Consolidated Electric will be out to change all <br />relays free of charge and in addition he had located the leak in the heating <br />system in the maintenance building. He presented plans for the addition to <br />the Malvin Protective Agency property at 2295 County Road H. <br />MSP (Rustad /Hodges) To grant the issuance of a building permit on behalf of <br />Perry Malvin to construct an addition 40' by 100° subject to meeting all <br />construction and zoning requirements. <br />Attorney Meyers' Report <br />MSP (Rustad /Johnson) To authorize Attorney Meyers to file a copy of the Mounds <br />View subdivision regulations with the Register of Deeds. This action was <br />requested by the County Auditor in order to assist in the auditors new policy <br />on prior Council approval in all subdivisions. <br />MSP (Blanchard /Johnson) To adopt Ordinance #1E9 amending Section 3.4 of <br />Ordinance #67 relating to accessory buildings in residential districts. <br />MSP (Rustad /Hodges) To adopt Ordinance #190 relating to the regulation of the <br />use of highways within the Village of Mounds View, incorporating by reference <br />provisions of the State Highway Act, and repealing Ordinance #144. <br />Attorney Meyers acknowledged that Clerk- Administrator Zylla had presented him <br />tith a statement from Lloyd Moen requesting $9,431.19 for work performed at <br />8310 Eastwood Road. <br />5 Ayes <br />5 Ayes <br />5 Ayes <br />5 Ayes <br />5 Ayes <br />5 Ayes <br />MSP (Rustad /Blanchard) To approve the subdivision request for Donald Babinski <br />to divide except the north 390 feet that part west of Jackson Drive of east 1/4 <br />of northeast 1/4 of northwest 1/4 of Section 8 into parcels representing the <br />north 699.9 feet and the south 232.3 feet subject to granting the west 30 feet <br />for highway purposes. 4 Ayes <br />Johnson Naye <br />MSP (Blanchard /Hodges) To grant the variance to Bryant Franklin Corporation <br />to construct a 90 unit building on a parcel 267' by 700' subject to Attorney <br />Meyers filing the necessary documents to implement the conditions agreed upon <br />by Donald Babinski and Bryant Franklin and subject to Attorney Meyers filing <br />the easement for proposed St. Stephens Street. The conditions are the covenants <br />prohibiting any additional residential units on the property referred to as the <br />South 232.3 feet above. <br />4 Ayes <br />Johnson Naye <br />
