PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />December 27, 1971 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Rustad at 8:00 P.M. on Monday, December 27th, 1971 at the Village Hall, <br />2401 Highway #10, St. Paul, Minnesota 55112, <br />Present: <br />Mayor Rustad <br />Councilman Blanchard <br />Councilman Hodges <br />Councilman Neisen <br />Councilman Johnson <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Blanchard /Hodges) To approve the minutes of December 13th. 4 Ayes <br />Rustad Abstained <br />MSP (Hodges /Neisen) To approve the minutes of December 20th. 4 Ayes <br />Rustad Abstained <br />Residents Requests and Comments from the floor <br />After considering a request by the Mounds View Lions Club to amend the provisions of <br />the Bingo Ordinance relative to serving coffee and doughnuts, to allowing a permit to <br />be issued longer than one year, and using premises solely for bingo, the Council <br />decided no further amendment to the Bingo Ordinance was necessary. <br />Lowell Uber, Police Civil Service Commissioner, presented a certified list of <br />applicants for patrolman to fill the vacancy left by the resignation of Gary <br />Kreyer. The following names were submitted: Roger H. Koopmeiners, Sheldon R. <br />Meile and Tabor F. Hoppe. <br />MSP (Neisen /Johnson) To accept the recommendations of the Police Civil Service <br />Commission and to hire Roger Koopmeiners effective January 3, 1972, or as soon <br />as available. <br />Robert Glazer requested that the Mounds View Snowmobile Club be encouraged to <br />stay out of the bushy area on the Minar property since natural habitat was being <br />destroyed. Clerk Zylla is to contact the Snowmobile Club through Chief Grabowski. <br />Mayor Rustad's Report <br />Mayor Rustad stated that since this was his last night with the gavel, he wanted to <br />extend his appreciation to the citizens, Council,and staff, for their cooperation <br />during his six years as Mayor of Mounds View. <br />Clerk - Administrator Zylla's Report <br />MSP (Blanchard /Hodges) To approve the following licenses: Cement Work - John P. <br />Glick; Used Car Sales - William Gillespie, d /b /a Bill & Ed's Auto; Gasoline <br />Station - Robert Lembke, d /b /a Highway #10 Service; Cigarette - Anthony Donatelle, <br />d /b /a Donatelle's Supper Club, Robert 0. Reimer, d /b /a Country Kitchen, Simon T. <br />Simon, d /b /a Simon's Liquor Store, Midwest Vending Co., d /b /a Highway #10 Service; <br />Cigarette and Gasoline Station - Robert V. Cheney, d /b /a Bob's Gulf, Ambrose <br />DeGross, d /b /a Long Lake 66 Service, Larry Ludford, d /b /a Larry's Clark; Cigarette, <br />Gasoline Station and Off -Sale Non - Intoxicating Liquor - David John Peterson, d /b /a <br />Dave's Gulf; Cigarette and Off -Sale Non- Intoxicating Liquor - Simon T.
