PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />April 24, 1972 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Neisen at 8 :00 P.M. on Monday, April 24, 1972 at the Village Hall, 2401 <br />Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Neisen <br />Councilman Hodges <br />Councilman Johnson <br />Councilman Baumgartner <br />Councilman Pickar <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Hodges /Baumgartner) To approve the minutes of April 10, 1972. <br />Residents Requests and Comments from the floor <br />Michael Steele and Joan Godeke of the Human Rights Commission appeared to inform <br />the Council what the Commission has done at their last two meetings. Mr. Steele <br />stated that the Commission is considering requesting a small budget from the Council <br />to conduct various human rights related activities. <br />Robert Glazer commented on the recently published Mounds View brochure, which <br />invited realtors to provide an impetus for commercial and industrial development <br />within the Village. He felt that by the publication of the brochure the goals of <br />the Planning Commission and of the Council were out of balance. Mr. Glazer stated <br />he did not want the building community taking over the Village. <br />Councilman Johnson answered Mr. Glazer by saying that the purpose of the letter <br />was to promote development, and not to see how fast we could have all of our land <br />built on, but rather, to get certain people interested in the community in order <br />to provide necessary services while adding to the tax base. Councilman Johnson <br />stressed that if we cannot get people to come into the community to develop <br />various commercial and industrial areas we cannot very well prohibit development <br />since there is nothing for the Planning Commission and Council to consider until <br />a request is made. <br />Mr. Glazer stated that he was aware that the Land Use Plan was out - dated, but <br />that he felt the instructions to the Planning Commission to update the plan <br />meant that before any development was sought an updated plan would be prepared <br />and presented to the Council. <br />Councilman Johnson stated that the purpose of the letter was to acquaint people <br />with Mounds View, where it is and what it has to offer and to get them to come <br />in to talk with us. <br />Mr. Glazer also questioned the Council on what the intent of the 621 Growth <br />Committee was and their relationship with Northern States Power. Mayor Neisen <br />explained that the Committee was formed to try to improve the 621 tax base, and <br />that the power company was involved in funding the published study through their <br />Public Service Department. <br />Mr. Glazer commenting on the Open Space lecture by Ken Simons, Landscape Architect, <br />went on record opposing a linear park system. He stated that open space was the <br />first area that the Highway Department looks for in acquiring a right -of -way. <br />In addition he was against turning green areas into storm sewer conduits. <br />
