Mayor Neisen's Report <br />Mayor Neisen read a report from the Police Chief stating that there had been <br />265 junked or unlicensed vehicles tagged in the Village. <br />Clerk - Administrator Zylla's Report <br />MSP (Pickar /Baumgartner) To approve the following licenses: General Contractor - <br />D. L. Scherer, David R. Mueller; Cement Contractor - Leo Huot; Roofing Contractor - <br />DeRayco Contractor; Heating Contractor - Swenson Heating & Air Conditioning and <br />Garbage /Rubbish Hauler - Guy's Disposal, Rubbish Removal Inc., Kersten Truck Service, <br />All -State Disposal Service, Inc., Ace Solid Waste Management Inc., and Peterson <br />Bros. Sanitation, Inc. 4 Ayes <br />Johnson Naye <br />MSP (Pickar /Hodges) To approve a transient merchant license for Donald Rudkin, <br />8150 Eastwood Road, to sell watermelons on the corner of Eastwood Road and Highway <br />#10, subject to the stipulation that the area is cleaned up and left in a <br />presentable condition. <br />4 Ayes <br />Johnson Naye <br />MSP (Neisen /Pickar) To permit the transfer of the On -Sale and Off -Sale <br />Intoxicating Liquor licenses, Sunday Liquor license, Cabaret and Restaurant <br />Licenses of Bennett Goldberg, doing business as Mermaid Cocktail Lounge, Inc. to <br />Donald Marrone and Charles Hall effective May 1, 1972 with the condition that the <br />license transfers not take effect until proof of ownership is presented to the <br />Clerk's office. <br />MSP (Hodges /Baumgartner) To approve the cigarette license for Donald Marrone, <br />doing business as Mermaid Cocktail Lounge, subject to the conditions set forth <br />in the previous motion. <br />Mayor Neisen called the Eigenheer Rezoning Hearing to order at 8:33 P.M. Clerk <br />Zylla read the legal notice and attested to its publication in the New Brighton <br />Bulletin on April 13th and 20th. Hearing is to rezone Lot 2 and that portion of <br />Lot 1, lying South of the water main easement, Eigenheer 3rd Addition, from R1 <br />single family to R2 two family. <br />Robert Eigenheer, owner of the property, explained his proposal. He stated that <br />due to the necessity of having the area replatted at the request of the Planning <br />Commission and the Village Council, a water main easement runs the entire length <br />of Lot 1, causing Lot 1 to be unbuildable for a single family home. He therefore <br />proposes to combine that part of Lot 1 lying South of the easement with Lot 2, <br />creating a larger lot and constructing a two family residence. <br />Mr. Robert Caabo, 5249 O'Connell Drive, asked why the apartment building on <br />Greenfield and O'Connell was built. Mr. Eigenheer answered that it was constructed <br />to serve as a buffer to the commercial property. Mr. J. F. Fontaine, Jr., 5239 <br />O'Connell Drive, asked why Mr. Eigenheer cannot build on Lot 1 and wanted to know <br />whose fault it was. Mr. Eigenheer explained the lot was too small and that lot <br />lines had been changed through replatting. Mr. Fontaine wanted a park for the <br />lot, and expressed the belief that the residential area should not be changed. <br />Mr. Eigenheer showed a house plan to the audience. Mr. William Lake, 5259 <br />O'Connell Drive, stated that he has made an investment in his home and that a <br />realtor with whom he had talked had stated that a double bungalow may decrease <br />his property value. He stated he was opposed to the project. He also asked <br />what is to stop Mr. Eigenheer from asking for a two family residence immediately <br />South on Lot 3 which is now vacant. <br />5 Ayes <br />5 Ayes <br />
