Mr. Kishel asked the Council how they would feel if townhouses were built across <br />from them. Owners of apartments cannot fill them now and he said that apartments <br />and townhouses are the same thing. <br />Mayor Neisen stated that the Planning Commission recommended the Council hold <br />the hearing and the Council could have issued the special use permit without <br />the hearing. <br />Perkins said he was not sent a notice and that he would like his attorney <br />present, a two ,week postponement, and copies of the list of people that were <br />contacted by mail. <br />Mrs. Haake, 1740 County Road I, a Planning Commission member, asked if there was <br />any compromise possible. She asked if Mr. Harstad would drop the four townhouse <br />buildings on the East and if then the people in the audience would feel any <br />differently. <br />Mr. Robert Glazer, 2375 Hillview, also a Planning Commission member stated residents <br />in the area were at a disadvantage in that there were no detailed plans such as <br />parking and green area plans. <br />Attorney Meyers stated that as Mr. Harstad had mentioned previously, the hearing <br />tonight was just to get the general feeling of the public with respect to, <br />the proposal. <br />Mr. Glazer asked if there was a dedication of park property or money in conformance <br />with the subdivision regulations. Attorney Meyers said if subdivision is over <br />30 acres, which it is, the option of cash or land is with the developer. Clerk <br />Zylla stated that there is a provision in the ordinance to exempt the developer <br />from the 10% requirment in view of the overall plan. <br />Mr. Glazer stated that because of the townhouse proposal, the Village residents <br />would pay a little extra in school taxes. This affects everyone's welfare. We <br />should preserve the flood plains which we have left. Regarding safety, Mr. <br />Glazer stated that an additional 40 cars would be added by the townhouse <br />development over what a single family development would bring. Mr. Harstad <br />answered by stating that we are becoming more urbanized. <br />Mrs. Stalberger, 2613 Woodale, declared there are not that many nice residential <br />areas in the Village. <br />A resident asked if storm sewer was needed and who would pay for it. Engineer <br />Boehm said if it was needed it would be assessed against the benefited property. <br />A Council improvement hearing would be necessary and the public would be <br />informed. <br />Mr. Perkins stated that he was a hunter and that there was wild life on the <br />property now. He asked if we would lose the wildlife habitat. Mayor Neisen <br />stated he felt the property would be developed in any case. He asked if people <br />were concerned about open space, why the November park bond issue was defeated. <br />Mr. Harstad stated that if he could not build townhouses he would consider <br />constructing streets in an East -West direction. He said then there would be more <br />traffic onto Long Lake Road than if the property was developed with townhouses. <br />
