- 6 - <br />Mr. Nerdahl asked if we had to accept any land donation. Mayor Neisen answered that <br />the developer has the right to choose what he wants to donate when development exceeds <br />30 acres. Attorney Meyers stated we don't have to accept the donation. Mayor Neisen <br />said if we don't accept the park Mr. Harstad can let it go back to taxes. If the <br />property sits idle, in two years half of the same people that are here tonight will <br />be in wondering why it isn't developed. <br />Councilman Pickar asked if Mr. Harstad couldn't go to the Planning Commission with <br />Plan 2 and Plan 3. <br />Attorney Meyers stated that Plan 1 has been approved by the Planning Comuission. <br />Plan 2 and Plan 3 (P.R.D.) has to go back to the Planning Commission. <br />Mayor Neisen asked if anyone agreed with Mr. Harstad? Mrs. Barbara Haake said the <br />residents prefered Plan 2 which has not been to the Planning Commission. <br />Mr. Glazer stated he didn't want to set a precedence of P.U.D. Milton Stole said <br />if they did,every parcel owner would be in asking for the same thing. Attorney Meyers <br />stated that a P.U.D. is comprised of three acres or more. <br />Mr. Perkins came forward and summarized the discussion of the other night: They liked <br />the undeveloped property, the kids like to play there. Didn't want to look at town- <br />houses across the street. No objection to 80 foot lots. Didn't like the first plan, <br />pref erred P tan 2. <br />Mayor Neisen said that the Council would not be representing the people of Mounds View <br />if they set a different standard for each person. They kicked out 80 foot lots before <br />and denyed them the right to build on them. <br />A resident asked what price housing would be on the 80 and 85 foot lots. Mr. Harstad <br />replied $30,000 - $40,000. The same price housing on either lot. <br />The hearing was closed to the public at 10:12. Mayor Neisen polled the Council. <br />Councilman Hodges said he wanted to stick to larger lots. His home was built on <br />a smaller lot and he thought it was to small. He prefered Plan 1 with modification. <br />He wanted the townhouse on the corner of Long Lake Road and County Road H2 set back. <br />Councilman Johnson was against reducing the lot size below 85 feet. He felt that the <br />Council had to maintain a standard. He thought the plan was uncreative, there were to <br />many straight streets and lots. The area could be made more beautiful. <br />Councilman Baumgartner agreed with Councilmen Hodges and Johnson. Likes Plan 1 with <br />modification, setting the townhouses 335 feet off Long Lake Road. <br />Councilman Pickar stated the P.U.D. plan of building on more property was his perogative. <br />He liked Plan 1, better with modification. <br />Mayor Neisen is opposed to anything less than 85 feet. He stated he was on the <br />Council when they denied White Oak, Holschuh and Red Oak Estates smaller lots, <br />and that they have to treat every one alike. Our Village is 2,000 square feet <br />larger than any village is on townhouses for open space. Someone had called to ask <br />if the area is zoned residential and if it would stay residential. Mayor Neisen <br />stated that he felt it would be. Townhouses are permitted in R -1 with a special <br />permit. <br />}Tr. Harstad was instructed to furnish complete sight plans showing lots and location <br />of townhouses. Mr. Harstad said he would furnish several plans as far as open space <br />was concerned for the Planning Commission and Council to approve. <br />
