PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />July 10, 1972 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Neisen at 8:00 P.M. on Monday, July 10, 1972 at the Village Hall, 2401 <br />Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Neisen <br />Councilman Hodges <br />Councilman Johnson <br />Councilman Baumgartner <br />Councilman Pickar <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Hodges - Neisen) To approve the minutes of June 26, 1972. <br />Residents Requests and Comments from the floor <br />3 Ayes <br />Johnson & Pickar <br />Abstained <br />Ronald Varnes, 7350 Silver Lake Road presented a petition signed by approximately <br />400 or 500 persons requesting a semiphore at the intersection of Silver Lake Road <br />and County Road H2. Attached was a page which noted various related facts about <br />the intersection. Mayor Neisen read a letter from Chief Grabowski which summarized <br />his meeting with Mr. Chenoweth, the Ramsey County Highway Safety Director. Mr. <br />Chenoweth stated the County may install four -way stop signs at the intersection, <br />however semiphores were out of the question. He estimated the total cost for <br />constructing semiphores at that intersection to be approximately $50,000.00.. <br />Mayor Neisen stated that the petition would be submitted to Ramsey County and the <br />;residents could expect a response, hopefully, by the next regular Council meeting. <br />Duane Syverson, 8365 Groveland Road asked the Council if there was an area that <br />dead trees and branches could be disposed of. Fire Chief Fagerstrom, upon instruc- <br />tion from the Council was to investigate the possibility of Mounds View residents <br />using the site designated in Blaine and the possibility of using an area on the <br />Minar property. He stated he would report back to the Council by the July 24th <br />meeting. <br />Gerald Skelly, 7095 Knollwood Drive presented a petition for a stop sign on <br />Knollwood Drive at Woodale Drive. The petition was referred to the Police Department <br />for their study and recommendation. <br />Harry Gum, 7805 Greenwood requested that the backstop on Hillview Park be relocated <br />approximately 300 feet East of its present location. He stated that the Hillview <br />and Greenwood intersection is made hazardous because of the backstops present <br />placement. Cars now park on Hillview Road up to the stop sign and prohibit clear <br />vision of the intersection for many drivers. Councilman Baumgartner stated that <br />the request would be taken up at the next Recreation Committee meeting. <br />Robert Glazer, 2375 Hillview asked if the Twin City Speedway hours of operation <br />have been increased past 10:00 P.M. Mayor Neisen explained that the speedway was <br />in Blaine and Mounds View had no jurisdiction. However, the Clerks Office would <br />call Blaine and inquire as to the speedwayts hours of operation. Mr. Glazer also <br />inquired as to whether any response on the Century Motor Freight terminal has been <br />received from the PCA. Clerk Zylla read the letter that was sent to PCA with a <br />(copy of the Special Use Permit and plot plan. <br />
