Total disbursements $18,623.44 4 Dyes <br />Clerk Zylla reported that the office checked into the Twin City Speedway hours of <br />operation as requested at the last meeting. The City of Blaine has replied that <br />they have nd record or ordinance on file governing speedway hours of operation. <br />Clerk Zylla announced that he was seeking additional election judges and counters for <br />the 1972 elections. He was particularly interested in receiving a response in the <br />newly created 4th precinct. <br />MSP (Johnson - Baumgartner) To accept the petition of Keith Harstad for sewer, water <br />and street improvements in Red Oak Estates Plat #2. 4 Ayes <br />Fire Chief Fagerstrom in attendance, reported that the City of Blaine does not <br />desire to have Mounds View resident's dead or diseased trees brought into Blaine <br />for burning, Cushman Minar, a large Mounds View property owner, also refused the <br />use of his property. Mayor Neisen inquired as to whether the old Skiba farm, now <br />Pinecrest Addition, could be used. Chief Fagerstrom and Inspector Skiba were to <br />investigate. <br />* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * <br />Mayor Neisen called a special hearing to order at 8:30 P.M. to consider a Village <br />renumbering. Mayor Neisen introduced Stan Rydell of the St. Paul Post Office <br />\epartment, Ron Fagerstrom, Fire Chief, and Tim Smith, Police Officer. <br />Councilman Johnson stated that this hearing resulted after prior meetings with Police, <br />Fire and Postal authorities. <br />Mr. Rydell stated that he was here to sell the Village on a Metropolitan renumbering <br />system. He felt that in general the Seven County Metropolitan area was delinquent <br />in its numbering system. Dakota and Washington Counties are the only counties which <br />have adopted the new Metropolitan system. He declared that most resentments for <br />changing of addresses come from changing the street names and not the numbers. He <br />impressed upon the audience of 35 persons how a change in numbering would assist <br />emergency persons, delivery people and friends in finding their residence. Under <br />the Metropolitan numbering system, each mile out from the Capitol would equal 1,000 <br />numbers. <br />Fire Chief Fagerstrom explained problems that were in existence as a result,of the <br />current system whereby 1/2 of the Village is a Minneapolis P.O. and the other 1/2 <br />is a St. Paul P.O. He declared it to be a horrendous problem, especially in <br />dealing with East -West numbers. <br />Patrolman Smith reiterated the problems that Chief Fagerstrom mentioned regarding <br />possible failures of emergency vehicles being able to locate residences and he agreed <br />with Chief Fagerstrom that numbers should be made mandatory on all homes. <br />Councilman Johnson said thatin conversation with Mr. Ausse of the Post Office <br />`department, he was assured that Mounds View could have its own zip coded; However, <br />r, Rydell stated that the possibility of a separate zip code was remote and should <br />
